Taco Bell is currently undergoing construction and the scrap metal in the bin was removed from the building during the construction process.

Upon further investigation Officer Schafer noticed the two men were loading the scrap from the bin and placing it into their vehicle, a Mercury convertible passenger car.

A female was also located in the area with the men.

During the interview of one of the males he stated he received permission to take the scrap metal from an employee of Taco Bell.
