OSWEGO, NY – Some time in April, Oswego city officials plan to hold another “Town Hall” style meeting.
It will be an opportunity for residents to bring up issues and ask questions of councilors and other city officials, according to Council President Ron Kaplewicz.
A specific date will be set in the near future, he added.
At its meeting Monday night, the Common Council accepted a proposal submitted by Continental Construction for the Oswego Lighthouse Rehabilitation Project. The base bid is $19,975. Funding is available through the existing Canal Corp. grant for the Lighthouse rehabilitation project. Councilors didn’t accept a bid for additional work, called Alternate #1, for $19,498 to complete the repair and restoration of the remaining first floor windows and shutters.
The council also expressed support for the passage of Assembly bills A.88 and A.824 regarding abandoned and foreclosed properties. Mayor Tom Gillen received a letter from Assemblyman Michael Kearns from the 142nd District requesting the support of the city for the two bills that would make it mandatory for banks to provide municipalities with contact information of property managers or other parties responsible for upkeep and maintenance of foreclosed or abandoned properties. A copy of the resolution and notice of the city’s support will be forwarded to Assemblyman Kearns.
The city also officially adopted the Oswego County Multi-Jurisdictional Hazard Mitigation Plan.
The council authorized the mayor to:
- Execute a renewal agreement with GHD Consulting Engineers for quarterly reporting required by the Consent Decree. It would be $21,000 for reporting to continue from April 28, 2013, to January 28, 2014.
- Sign revised Change Order No. 2 with W.D. Malone Trucking & Excavating for project modifications to the Sanitary Sewer Rehabilitation Area 1-Turrill Street Basin Project and further rescind Resolution No. 47, dated January 28, 2013. Resolution 47 approved an increase in the amount of $20,765.46. The correct amount of the increase is $18,936.71.
- Sign Change Order No. 1 with MEC Electric and Change Order No. 1 With J&A Mechanical Contractors for project modifications to the EFMF Disinfection Project. The zero dollar change orders incorporate a change in the time for completion of the project from December 18, 2012, to February 28, 2013.
- Execute agreements with the Oswego YMCA for the operation of the east and west side youth centers and skateboard park.
- Execute a renewal contract ($2,500) for a New Housing Market Study.
- Execute all documents necessary for additional testing for the Phase II Environmental Remediation and Mitigation Project at the former Flexo-Wire site. O’Brien and Gere have been conducting the work at the site. The project manager requested a Change in Scope to include additional testing that was conducted during the course of its investigation into the site. The additional cost for this change in scope is $890.
- Enter into an agreement for consulting services with Clement Nadeau with respect to the Power Purchase Agreement between the city and National Grid for an amount not to exceed $10,000 from the Contingent and the City Attorney Contracted Services accounts.
The animal control officer was authorized to apply for a Petco Foundation Grant for the animal shelter.
The council approved requests to travel for the following:
- New York State Building Officials Conference to be held April 2-5 in Liverpool. Requested by Neal Smith, director of code enforcement.
- Instructor Development Course to be held March 11-22 in Syracuse.
- Aerosol Restraint Instructor Course to be held April 10-12 in Elmira.
- Instructor Development Course to be held April 22-May 3 in Utica.
- Firearms Instructor Course to be held May 5-17 in Elmira. All four requested by Tory DeCaire, police chief.
And, the council amended a resolution passed last month regarding a bond to pay the cost of the west side excess flow management facility and the pump station upgrade project.
An incorrect date was inadvertently stated in part of the resolution and was corrected by Monday’s action.
