Gosek, Ruggio Investigator Honored

A top investigator in the cases against former Oswego Mayor John Gosek and former Oswego Police Chief William Ruggio was honored Thursday by the United States Attorney’s Office in Syracuse.

Senior Investigator Kathleen Devine was given the Wallie Howard, Jr. Award for Excellence in Law Enforcement at a ceremony at the US Attorney’s Office in Syracuse.

Devine has headed the Special Investigations Unit in Syracuse since 1994.

Gosek was sentenced to 37 months in federal prison for using his city-owned cell phone to set up sexual encounters with minors.  Ruggio admitted being in possession of several stolen snowmobiles.  He did not serve jail time for his guilty plea.

The award honors the memory of Wallie Howard, Jr., a Syracuse Police officer who was shot to death in 1990 during a drug investigation.  Howard’s mother, Dolores, attended Thursday’s ceremony.
