Youth Bureau Group Brightens Holidays

Recently, despite the bitter windchill, volunteers from the Youth Bureau created a snowman themed mural across the darkened windows at Oswego’s JC Penney store. Some of the artists are involved in the summer time mural program along the city’s west riverwalk area as well.
