The Hannibal Free Library is once again having the Festival of Trees (and Wreaths), Nov. 17 and 18 in the Community Center on Oswego Street.

Barclay’s Office Collects Items for VFW Fundraiser
The Pulaski Veterans of Foreign Wars seeks donations of toys, food and care package items which will be sent to deployed military and their families. Items will be sent to military personnel this month to arrive in time for Christmas. The Office of Assemblyman Will Barclay will collect donations for the troops and their families at the district office.

Budget Feeling Few Changes
Having made it the majority of the way through the committee process, the county budget recommendations for 2008 have remained largely unchanged from the original plan presented by County Administrator Phil Church at the beginning of October. Thus far, the recommended changes combined represent a fraction of one percent of the budget.

Nat’l Grid Failed Service Standards, State Punishes Shareholders
A big fine of sorts for National Grid. The company’s shareholders will pony up nearly 9 million dollars because Grid’s had too many power outages across Upstate New York. The state PSC says Grid hasn’t gotten better at minimizing outages for three of the last five years, so it’s levying the maximum penalty. And it says National Grid could pay an even bigger penalty next year if what it calls “electric reliability” does not improve.

School Board Approves Contract With Teachers’ Union
By a 4-3 vote the board approves a five-year deal with the Oswego Classroom Teachers’ Association, which includes a 4% raise each year. The three opponents say they voted no because they didn’t have all their questions regarding the pact answered.
