21-year-old Bryant S. Scharf, of Oswego, was arrested by Oswego Police and charged with Assault in the Third Degree for his alleged involvement in the incident. Oswego City Police are still asking for the public’s assistance in identifying all of the responsible persons.
Jessica Elmer has been located, according to the Oswego Police Department. The Oswego City Police Department was notified on Sunday around 11:15 p.m. that she had been found by the Rochester Police Department.

Harborfest 2012 had some great entertainment and activities – and Mother Nature finally cooperated as well. See inside for a few of the images from this past weekend!
Good crowds, great music and a whole lot of fun was the signature for the Port City’s annual celebration. Even the weather cooperated after a while.
Where do I begin? When asked if I could cover Harborfest for this fine, online, publication, I jumped at the opportunity. I slipped on my flip-flops and headed out the door. I learned two things within 20 minutes of my arrival: 1 – Don’t wear flip-flops to Harborfest.
2 – Go to the bathroom as many times as possible before you leave the house.
Every junk food food group … and even some of the healthy food groups (cheese samples anyone?) … are represented at Harborfest. The food is one of the highlights of the weekend-long festival.
The Oswego City Police Department would like the public to be on the look out for 21-year-old Jessica Elmer. She’s approximately 5’6” and 220 pounds with brown hair, and brown eyes. She was last seen July 24 walking on East Utica Street in Oswego wearing an Orange “SU” shirt, black pants, and black/white Adidas sneakers.
