Fatal Oswego Fire Under Investigation – Victim Identified

UPDATE: Five people, from two of the apartments, were able to escape after being alerted by police officers. One man, Edward Babcock, 54, was unable to evacuate his apartment and was pronounced dead at the scene.
Firefighters arrived on scene within minutes of the call for help. On arrival, firefighters encountered intense fire from a second-floor apartment.

Oswego Council OKs Legal Action Against Delinquent Borrowers

The Port City will soon begin legal action regarding four borrowers that have overdue Community Development Office loans. City Attorney Kevin Caraccioli said it would be nice to see voluntary compliance on the foursome’s part. Going to court to recoup the unpaid funds could take months, he admits. The group owes approximately $160,000 overall. Initiating legal action against the four certainly sends a message out to others that the city of Oswego is serious about collecting money that it’s owed, he said.

Woman Charged With Sex Abuse

Amanda Squadrito, 21, of 3446 CR 22, Richland, was arrested for two counts of first-degree sex abuse, a class D felony, and two counts of endangering the welfare of a child, a class A misdemeanor. The arrest stems from incidents that occurred in the town of Richland between June and August 2017. She allegedly subjected some individual less than 11 years of age to sexual contact.

No Charges Pending In School Incident

On October 19, Oswego City Police Department was notified by the Oswego City School District Superintendent that he had placed all seven of their school buildings on “lockout” due to a suspicious image having been observed on social media that was reported to district officials. After consultation with the Oswego County District Attorney’s Office, it was determined that, although the image (of a student with a gun) may have been suspicious, there were no direct threats made (or intended).

New York Great Lakes Fisheries Specialist Dave MacNeill Receives National Award

David MacNeill was awarded the 2017 William Q. Wick Visionary Career Leadership Award presented by the National Sea Grant Extension Assembly at its biennial meeting in Oregon earlier this month. The award is the highest honor given to Sea Grant Extension personnel by their peers. MacNeill was selected for the honor from among the 571 Sea Grant Extension professionals serving across the United States. He served 28 years as the Great Lakes Fisheries and Ecosystem Health Specialist with New York Sea Grant Extension, based at SUNY Oswego.

Emery Grove Apartments Ribbon Cutting Draws Crowd to Celebrate Completed Renovations

A four year project came to completion as a ribbon cutting ceremony for Emery Grove Apartments drew dozens to the newly rehabbed apartment complex on Emery Street in Fulton. A complete overhaul of the former Fulton Housing Authority into 95 quality, affordable homes for seniors and families of Fulton and surrounding areas was spearheaded by Holly Carpenter, Fulton Housing Authority Deputy Executive Director and Bruce Levine, 3D Development President when four years ago a plan was birthed to provide a safer, more modern, overall better place for tenants to live. The new apartments offer 55 family units with 10 four-bedroom apartments, 31 three-bedroom apartments, 13 one-bedroom apartments, and one two-bedroom apartment. The senior complex offers 40 units made up of 36 one-bedroom apartments and four two-bedroom apartments.

Mayor Barlow Announces $5,000 In Funding For Leighton Playground Improvements

A cadre volunteers rebuilding the Leighton Elementary School’s playground this weekend received a boost from City Hall. Mayor Billy Barlow announced today (Oct. 20) a $5,000 investment by the city of Oswego to the playground project. The current playground at Leighton is 25 years old and is comprised of decaying wooden structures that lack engagement particularly for the youngest children who use the playground most often. The Leighton Home and School Association has been actively fundraising for new playground equipment for more than six years through sales, pledge campaigns and student-led events including a change drive.

State Police announce the arrest of Domenic J. Gioia, 41, from 956 Middle Road in Scriba, for two counts of Promoting a sexual performance by a child (D Felony) and one count of Possession of a Sexual Performance of a Child (E Felony). Gioia is accused of uploading images depicted as child pornography by use of the internet.

Fulton Block Builders Approach Renovations Deadline, Celebrate Achievements in First Year

The Fulton Block Builders 2017 Block Challenge is seeing the final stages of home renovations being completed as the initiative’s deadline approaches at the end of October. Participants in the Block Challenge from neighborhoods throughout the city have until October 31 to complete their exterior home renovations to receive a matching grant from Fulton Block Builders. Pre-applications flooded the FBB volunteer group with 209 homeowners initially applying. 171 homeowners from 25 blocks submitted final applications with a final decision of 22 blocks with 160 properties awarded Block Challenge grants. Of those properties, nine belong to six landlords that own homes in the city, 95 have completed projects, 37 are still underway before the October 31 deadline and some properties had unforeseen circumstances preventing their completion. In total, $70,000 in Block Builder checks have been written and $180,000 worth of improvements have been made city wide.
