Construction Of St. Francis Commons Assisted Living Residence Under Way

OSWEGO – Construction of the St. Francis Commons Assisted Living Program Residence in Oswego is under way. When open, St. Francis Commons will be the only senior care residence in Oswego County offering licensed Assisted Living Program services and amenities.

A groundbreaking ceremony was held to formally launch the construction project.

The new assisted living residence is to be located on the five acre St. Luke healthcare campus on the eastside of the city of Oswego, in a residential neighborhood adjacent to Charles E. Riley Elementary School. St. Luke Health Services, Bishop’s Commons Enriched Living Residence and Little Lukes Childcare Center are also located on the healthcare campus.

Cost of the project is expected to total $9.1 million. Construction of the 36,000 square foot, single-story assisted living program residence is made possible by an $8 million Healthcare Efficiency and Affordability Law of New York State (HEAL NY) grant administered by the New York State Department of Health and Dormitory Authority.

Additional financing for the project has been made available through Pathfinder Bank, Operation Oswego County, the Oswego County Industrial Development Agency, the city of Oswego’s Office of Community Development and the St. Luke-John Foster Burden Fund.

“The new residence will accommodate sixty individuals in both private and semi-private rooms. St. Francis Commons will provide supportive housing and home care services to individuals who are medically eligible for placement in a nursing facility but whose needs can be met in a less restrictive and lower cost residential setting,” said Greg Osetek, director of community relations at St. Luke. “Through our Providence Care program, St. Francis Commons will also be the only option in our community to serve individuals with a dementia-related illness like Alzheimer’s disease, who would benefit from a community-based living environment.”

St. Francis Commons will accept private payment, Medicaid, private insurance reimbursement and Supplemental Security Income (SSI). The intent, said Osetek, is to offer the Oswego County area access to a level of care and accommodations that are both affordable and able to meet the care needs of those to be served.

The licensed assisted living program at St. Francis Commons will complement other residential services and programs comprising The St. Luke Family of Caring, an affiliation of community-based, not-for-profit healthcare providers serving the greater-Oswego County area.

Affiliates include Michaud Residential Health Services in Fulton, St. Luke Health Services and Bishop’s Commons Enriched Living Residence in Oswego. Together they provide care and services to over 350 people, and together employ over 470 in our community.
