Dear Readers,
Pet stores in New York would only be allowed to sell dogs and cats obtained from an animal shelter or rescue under a bill introduced on February 8, 2018 by State Senator Michael Gianaris and co-sponsored by State Senator Jesse Hamilton, both from New York City.
The bill number is S7711.
The bill would also ban pet stores from making a profit on the sales of dogs and cats.
It is intended to crack down on puppy mills that breed animals under inhumane conditions.
Gianaris’ bill would not impact breeders who sell directly to pet owners, but only commercial breeders that sell through pet stores.
It is modeled after a similar landmark law recently enacted in California.
Gianaris, a Democrat, said. “Our four-legged companions should be treated with respect, not like commodities.”
We agree.
The bill is still in committee, and the New York State Legislature functioning as it does, who knows whether there is the slightest hope of its passage.
But the banning of puppy mill sales is a national trend.
Only California has enacted a state-wide law to date, but numerous municipalities across the United States have done so, including New York City.
We are hopeful to see New York State take a similar lead.
We will keep you informed about this bill, about the issue of puppy mills in general, including their presence in our state, and what you can do to help and how.
