New York State Police investigate intentional vehicle-pedestrian collision in Oswego County

OSWEGO COUNTY – On July 23, 2026, at approximately 10:45 p.m., Troopers assigned to SP Fulton responded to Rathburn Road between Country Lane and Junior Avenue in the town of Hannibal for a report of a vehicle-pedestrian collision.

The investigation determined that a 38-year-old Hannibal man, sustained serious, non-life-threatening serious injuries and was intentionally struck by a vehicle operated by Anthony L. Feliciano, 31, of Hannibal, NY.

The subsequent investigation identified and located the vehicle involved and established probable cause for Feliciano’s arrest.

Feliciano was arrested at his residence on August 7, 2026, and charged with:

• Assault in the Second Degree, a Class D felony

• Criminal Possession of a Weapon in the Third Degree, a Class D felony

As part of the investigation, State Police applied for a Temporary Extreme Risk Protection Order (TERPO), which was granted by Oswego County Supreme Court.

While serving the TERPO, Troopers developed additional probable cause, resulting in Felicianobeing charged with Failure to Safely Store Rifles, Shotguns, and Firearms in the First Degree, a Class A misdemeanor.

Feliciano was arraigned on August 7, 2026, in Oswego County CAP Court and remanded to the Oswego County Jail in lieu of $5,000 cash bail, $10,000 partially secured, and $50,000 bond.

The vehicle involved in the incident was recovered by State Police after investigators determined Feliciano had attempted to conceal it.

The investigation remains ongoing.
