Multi-agency investigation results in five arrests


OSWEGO, NY – Today (Aug. 1), members of the Oswego City Police Department, along with assistance from other area local law enforcement agencies, arrested five suspects as a result of an on-going, multi-agency investigation.

The arrests were the result of an investigation initiated by the Oswego City Police Department into the trafficking of illegal drugs (cocaine) beginning in the early months of 2011.

Assistance with the investigation and resulting arrests was provided by the Oswego County Sheriff’s Department, SUNY Oswego Police Department, United States Border Patrol and the Oswego County District Attorney’s Office.

1 –  Troy A. Martin; 51 years old of 139 Midland Avenue Oswego, NY. Charged with: Criminal sale of a controlled substance third degree  – class B Felony (3 counts) Conspiracy fourth degree – class E Felony (1 count). He is a former Oswego city police officer.

2 –  Josue Martinez; 30 years old of 157 Grace Street Syracuse, NY. (Actually Arrested on 07/31/13) Charged with:
Criminal sale of a controlled substance second degree  – class A II Felony (3 counts), Criminal sale of a controlled substance third degree  – class B Felony (2 counts), Conspiracy fourth degree  – class E Felony (1 count).

3 –  Francis J. Stone III; 55 years old of 550 West First Street Apt # 421 Oswego, NY. Charged with: Criminal sale of a controlled substance third degree  – class B Felony (1 count), Conspiracy fourth degree   – class E Felony (1 count).

4 – Amanda A. Sugar; 29 years old of 139 Midland Avenue Oswego, NY. Charged with: Criminal sale of a controlled substance third degree  – class B Felony (2 counts), Conspiracy fourth degree  – class E Felony (1 count).

5 – Raymond G. Wallis; 53 years old of 490 CR 51 Mexico, NY. Charged with: Criminal sale of a controlled substance third degree  – class B Felony (7 counts), Criminal possession of a controlled substance third degree  – class B Felony (2 counts), Conspiracy fourth degree  – class E Felony (1 count).

All suspects were later arraigned in Oswego County Court before the Honorable Judge Walter Hafner with the following results:

Martin – remanded to the Oswego County Jail on a bail of $2,500 cash / $5,000 bond – no return court date was set.

Martinez – remanded to the Oswego County Jail on a bail of $100,000 cash / $200,000 bond – return court date 08/05/13.

Stone – remanded to the Oswego County Jail on a bail of $1,500 cash / $3,000 bond – return court date of 08/02/13

Sugar – remanded to the Oswego County Jail on a bail of $1,500 cash / $3,000 bond – no return court date was set

Wallis – remanded to the Oswego County Jail on a bail of $25,000 cash / $50,000 bond – return court date of 08/02/13

According to Oswego City Police Chief Tory L. DeCaire, “Today’s arrests come as a result of a lengthy and labor intensive investigation. We truly appreciate the invaluable assistance that was provided to us by our law enforcement partners. Due to the nature of the investigation, we aren’t able to disclose many details however, additional arrests may be possible in the weeks to come.”
