OSWEGO COUNTY – The Central New York region, which includes Oswego County, has now met all the requirements needed to begin the first phase of reopening tomorrow, May 15.

“Phased reopening does not mean the problem has gone away,” Governor Andrew Cuomo said in today’s briefing. “It means we have control of the problem because of what we did and because of our individual responsibility and individual actions, and that has to be maintained… If you see a change in those numbers, react immediately.”

Oswego Mayor Billy Barlow later made an announcement in response to the region’s phase one of reopening and how the city will move forward. That article can be found here.

The criteria that the region has met includes:

  • The infection rate is sufficiently low;
  • The health care system has the capacity to absorb a potential resurgence in new cases;
  • Diagnostic testing capacity is sufficiently high to detect and isolate new cases; and
  • Robust contact-tracing capacity is in place to help prevent the spread of the virus.
