COVID-19 Statistics Update, June 23, 2020

OSWEGO COUNTY – According to the Oswego County Health Department, as of 3 p.m. today, there have been five additional cases of novel coronavirus (COVID-19) since yesterday and one more person has died.

“We extend our deepest condolences to the loved ones of this patient,” said Oswego County Legislature Chairman James Weatherup in a press release today. “Every death is an unfortunate development in our efforts to fight this disease and something that we never want to see. It is a sad reminder that although things are starting to get back to normal in Central New York, we still need to do everything we can to help reduce the spread of COVID-19 in our communities.”

Out of respect for the family’s privacy, it is the county’s policy to release no additional information about the patient.

The cumulative reported number is 178 cases across the county and of those, 126 people have recovered and four have died.

“Today’s report also includes three new cases from Champlain Valley Specialty, Inc.” said Oswego County Public Health Director Jiancheng Huang. “We continue to investigate this cluster and expect the number to change in the coming days.”

Weatherup briefed the public today when he and Diane Oldenburg, Senior Public Health Educator for the Oswego County Health Department, discussed the county statistics, the continued investigation of a cluster of COVID-19 cases at Champlain Valley Specialty, Inc. and updates for reopening.

Oldenburg said 37 employees of Champlain Valley Specialty, Inc. who live in Oswego County have tested positive at this point. There are other employees who live in other counties who have also tested positive.

Weatherup also said he expects gatherings to be limited to no more than 25 people until at least the middle of July.

He said the region will be able to begin baseball, softball, soccer and other low risk sports for team practices and league games July 6. Individual or distance group training will be allowed for activities such as wrestling, football, ice hockey and competitive dance, also July 6.

“Youth sports are a big part of many families’ lives,” Weatherup said. “I encourage coaches and parents and adult players to read the guidelines and become familiar with them.”

Weatherup said state data experts are looking out Central New York’s data to determine when the region may enter Phase Four of reopening, which will allow for arts and entertainment venues, museums and gyms to open modified activities. He said he is optimistic the final phase should be permitted “soon.”

“We are still seeing complaints about businesses not enforcing regulations that prevent the spread of COVID-19,” Weatherup said. “We want to support our small businesses as much as we can, and as more and more places reopen, it’s as important as ever that we are diligent in following our health department’s recommendations. If you own or operate a business, please respect the health and safety of your customers and your employees; enforce social distancing and face masks, especially if you are selling and serving food products.”

Oswego County updates:

  • Upstate University’s mobile testing unit will be at SUNY Oswego’s Romney parking lot (#7) on Barnes Dr., just off NYS Rte. 104 in Oswego on Wednesday and Thursday, June 24 and 25. Testing will run from 10 a.m. to 3:30 p.m. both days. To make an appointment, call 315-464-2582.

  • Next weekend, June 27 and 28, there will be a free fishing weekend, no license required.
  • All Oswego County government offices will be closed Friday, July 3, for Independence Day.

Oswego County: (as of 3 p.m.) Note, the total number of positive cases is cumulative and the number of recoveries and deaths are of those numbers.

  • Total # of active cases: 48 (yesterday: 47)
  • Total # of positive cases: 178 (yesterday: 173)
  • Total recoveries: 126 (yesterday: 123)
  • Total # of deaths: 4 (yesterday: 3)
  • Total # people tested: 14,017 (yesterday: 13,873)
  • Total # of negative results: 13,670 (yesterday: 13,531)
  • Total # of people in mandatory isolation/quarantine: 151 (yesterday: 155)
  • Total # of positive antibody tests: 45 (as of June 18)
  • Total # of negative antibody tests: 1,974 (as of June 18)

The county has stopped releasing data for pending results, number of people in precautionary quarantine and total number completed/released from monitoring. Data will not be released on Sundays. Antibody test results are released once a week.

All known contacts of COVID-19 positive patients are being notified. In the event that a known case had public exposure when they were contagious, such as someone who worked in a restaurant, the county health department would alert citizens through the news media and social media.

Areas With Cases (alphabetical order):

COVID-19 has been identified in the cities of Fulton and Oswego and the towns of Boylston, Constantia, Granby, Hannibal, Hastings, Mexico, Minetto, New Haven, Orwell, Oswego, Palermo, Parish, Redfield, Richland, Sandy Creek, Schroeppel, Scriba, Volney, West Monroe and Williamstown.

The county does not release the town/city of individual cases. If there has been a new case and a new area has not been added, that means it is in an area that has already been affected before. Once an area is added it is not removed from the list because the county does not say when a town/city no longer has a case.

New York: (as of yesterday)

  • Total # of positive cases: 389,085 (yesterday: 388,488)
  • Total # of deaths: 24,766 (yesterday: 24,739)

Other updates from the state include:

  • New York City, Mid-Hudson Valley and Long Island are in phase two of the state’s regional phased reopening plan; the Capital Region, Western New York, Central New York, Finger Lakes, Mohawk Valley, North Country, and Southern Tier are in phase three.
  • Governor Cuomo signs an Executive order stating that businesses violating the reopening guidelines could result in immediate loss of their liquor license and a shut down order; the area immediately outside their locations are also the responsibility of the business.
  • Hospitals and group homes will be allowed to accept visitors at their discretion, while following state guidelines including time-limited visits and requiring visitors to wear PPE and be subject to symptom and temperature checks.
  • Governor Cuomo announced the implementation of a new early warning dashboard to monitor and review how the virus is being contained on an ongoing basis.
  • The $100M New York Forward Loan Fund will provide loans to small businesses, focusing on minority and women owned small businesses, that did not receive federal COVID-19 assistance.
  • The New York State sales tax filing deadline has been extended to July 15, 2020.
  • Governor Cuomo issued executive orders 202.17 and 202.18 requiring all people in New York to wear masks or face coverings in public, including when taking public or private transportation or riding in for-hire vehicles.
  • Health care workers can text NYFRONTLINE to 741-741 to access 24/7 emotional support services.
  • New Yorkers can call the COVID-19 Emotional Support Hotline at 1-844-863-9314 for mental health counseling.
  • Testing is free for all eligible New Yorkers as ordered by a health care provider.
