COVID-19 Statistics Update, June 9, 2020

OSWEGO COUNTY – According to the Oswego County Health Department, as of 3 p.m. today, there have been three additional cases of novel coronavirus (COVID-19) since yesterday. The cumulative reported number is 114 cases across the county and of those, 99 have recovered and three have died.

Oswego County Legislature Chairman James Weatherup posted a video today briefing the public on what is going to happen with Camp Hollis and some updates in regards to Phase Two of reopening.

“Over the past week, we’ve seen outdoor dining resume at local restaurants, reopening of barbershops and hair salons, and churches are resuming services,” Weatherup said. “In addition to fishing, boating and paddling, other outdoor activities that are now allowed include swimming and swim classes, tennis, horseshoes and shooting ranges… In anticipation of moving to Phase Three, the state yesterday issued new guidelines for indoor dining at restaurants and personal care services such as manicurists and nail spas.”

Weatherup said gyms, fitness centers, bowling alleys and dance studios are still closed.

There will be a COVID-19 drive-thru test clinic this Thursday, June 11 at Pulaski High School from 10 a.m. to 3:45 p.m. Appointments are required. To make an appointment, call Upstate University Hospital at 315-464-2582.

Zach Grulich, camp director of Camp Hollis, the children’s camp in the Town of Oswego, announced the camp will opening this summer as a seven-week day camp program.

“Although we won’t be running our traditional overnight camp this summer due to the uncertainty of the COVID-19 pandemic, we are still excited to be able to provide a camp program for our area’s youth,” Grulich said. “Children in our day camp will still get to experience all that Camp Hollis has to offer with camp activities such as swimming, nature hikes, sports, arts and crafts, ropes course and more.”

Additional safety measures are being put in place for the summer, such as temperature checks each morning when the campers arrive, smaller group sizes, masks will be provided for when social distancing is not possible, frequent sanitation, and curbside drop-off/pick-up for parents.

He said families who have already paid for the overnight camp will be contacted to get a refund or switch to the day camp program. The program will run from 9 a.m. to 4 p.m. with available extended hours Monday to Friday, June 29 to August 14 and is open to campers age 6 to 12. Rates are $100 per week per camper for the 9 a.m. to 4 p.m. program and $125 per week per camper with the extended care option. Lunch and snacks are provided at no extra cost and breakfast is provided for the extended care option.

Scholarships are available through the Friends of Camp Hollis Scholarship Fund.

  • Total # of active cases: 12 (yesterday: 10)

  • Total # of deaths: 3 (no change since yesterday)
  • Total # people tested: 9,740 (yesterday: 9,286)
  • Total # of negative results: 9,460 (yesterday: 9,047)
  • Total # of people in mandatory isolation/quarantine: 43 (yesterday: 47)
  • Total # of positive antibody tests: 32 (as of June 4)
  • Total # of negative antibody tests: 1,389 (as of June 4)

Note – The Oswego County Health Department only released the information on the total number of positive cases and deaths June 6.

Antibody test results will be released once a week.

The county has stopped releasing data for pending results, number of people in precautionary quarantine and total number completed/released from monitoring. Data will not be released on Sundays.

All known contacts of COVID-19 positive patients are being notified. In the event that a known case had public exposure when they were contagious, such as someone who worked in a restaurant, the county health department would alert citizens through the news media and social media.

Areas With Cases (alphabetical order):

COVID-19 has been identified in the cities of Fulton and Oswego and the towns of Boylston, Constantia, Granby, Hastings, Mexico, Minetto, New Haven, Orwell, Oswego, Palermo, Parish, Redfield, Richland, Sandy Creek, Schroeppel, Scriba, Volney, West Monroe and Williamstown.  

The county does not release the town/city of individual cases. If there has been a new case and a new area has not been added, that means it is in an area that has already been affected before. Once an area is added it is not removed from the list because the county does not say when a town/city no longer has a case.

New York: (as of yesterday)

  • Total # of positive cases: 379,482 (yesterday: 378,799)
  • Total # of deaths: 24,348 (yesterday: 24,299)

Governor Andrew Cuomo signed legislation (S.8130-D/A.10516-A) extending the deadline to submit absentee ballots until the day of the election.

To be counted, primary ballots must be postmarked by June 23. The governor previously issued Executive Orders allowing all New Yorkers to vote absentee in the June 23 primary elections and ensuring every New Yorker registered to vote receives a postage-paid absentee ballot application in the mail.

Cuomo also announced he will issue an Executive Order extending the deadline for school districts to receive school budget ballots. To be counted, school budget ballots can be accepted by hand delivery through 5 p.m. on June 9 and received by mail through June 16 by the school district.

Other updates from the state include:

  • New York City, and Long Island are in phase one of the state’s regional phased reopening plan; Mid-Hudson Valley, Capital Region, Western New York, Central New York, Finger Lakes, Mohawk Valley, North Country, and Southern Tier are in phase two.
  • Governor Cuomo is urging all protesters to get a COVID-19 test. Find a test site near you.
  • Special education services and instruction may be provided in-person this summer; the Department of Health released interim guidance for these services.
  • Socially distanced graduations of up to 150 people will be allowed beginning June 26.
  • Places of worship will be permitted to reopen with 25% occupancy with all social distancing protocols in place during phase two of reopening.
  • Schools will be permitted to hold drive-in and drive-through graduation ceremonies this year; the Department of Health released interim guidance for these ceremonies.
  • Medical schools statewide will be allowed to reopen on June 22.
  • Governor Cuomo announced the implementation of a new early warning dashboard to monitor and review how the virus is being contained on an ongoing basis.
  • Governor Cuomo released a guide to the state’s “NY Forward Reopening” Plan, along with the state’s regional monitoring dashboard.
  • The $100M New York Forward Loan Fund will provide loans to small businesses, focusing on minority and women owned small businesses, that did not receive federal COVID-19 assistance.
  • The New York State sales tax filing deadline has been extended to June 22, 2020.
  • Governor Cuomo issued executive orders 202.17 and 202.18 requiring all people in New York to wear masks or face coverings in public, including when taking public or private transportation or riding in for-hire vehicles.
  • New Yorkers without health insurance can apply through NY State of Health through June 15, 2020; must apply within 60 days of losing coverage.
  • Health care workers can text NYFRONTLINE to 741-741 to access 24/7 emotional support services.
  • New Yorkers can call the COVID-19 Emotional Support Hotline at 1-844-863-9314 for mental health counseling.
  • Testing is free for all eligible New Yorkers as ordered by a health care provider.
