Fulton City Council Meeting August 20th, 2024 “City of Fulton Commends Cub Scouts for Community Service and Acknowledges Police Officers’ Accomplishments

FULTON – During the Fulton Common Council meeting on August 20th, The City of Fulton Common Council and Mayor James Rice recognized and commended the Cub Scouts of Pack 715 for their commitment to community service. The Cub Scouts have displayed outstanding dedication by painting flag poles at Van Buren Park and the VFW pavilion, embodying the spirit of selflessness and contributing to the betterment of the community. The resolution acknowledges the positive impact of their service and encourages their continued dedication to helping others.
Police Chief Curtis acknowledged the accomplishments of three officers, both past and present.
All resolutions passed except “Resolve to authorize the Mayor to sign an agreement with the Fulton Betterment Corporation.” referred to the Legislative Committee.
Council President Patrick told Oswego County Today, “We have three new Councilors and a new Mayor, and we wanted to give the new Councilors and mayor time to review the contract and make, if needed, additions or subtractions and find out their opinions.”
Caroline Shue made a comment regarding the Fulton Betterment Corporation and the resolution.
Joe Cortini commented ab0ut the importance of special events in the city of Fulton
Citizen and County Legislator Frank Castiglia questions the Police Chief and Council about the accounting for a grant received by the Fulton PD.
Resolutions August 20, 2024
2. Resolve to approve a rate increase for garbage and refuse collection.
3. Resolve to approve a rate increase for water usage.
4. Resolve to approve a rate increase for base water.
5. Resolve to approve a rate increase for sewer.
6. Resolve to approve the minutes from the August 6, 2024 Council Meeting.
7. Resolve to authorize the Mayor to sign a Management Agreement with Fulton Youth Hockey.
8. Resolve to authorize the Mayor to sign an agreement with the Fulton Betterment Corporation. Referred to the Legislative Committee.
9. Resolve to authorize the City Clerk/Chamberlain to make a contingent funds transfer.
10. Resolve to authorize the Mayor to sign a supplemental agreement with Barton & Loguidice.
11. Resolve to authorize the City Clerk/Chamberlain to advertise for a public hearing regarding implementing a fee schedule for the Vacant and Unsafe Building Registry.
12. Resolve to authorize the City Clerk/Chamberlain to advertise for a public hearing regarding amending Chapter 216 entitled “Animals”.
13. Resolve to authorize the City Clerk/Chamberlain to advertise for a public hearing regarding amending Chapter 300 entitled “Electrical, Mechanical, and HVAC Licenses”.
14. Resolve to authorize the City Clerk/Chamberlain to advertise for a public hearing regarding amending language in the City Code pertaining to miscellaneous items on properties.

The Mayor is going to check with NYCOM, to find out why the city doesn’t report the acceptance of Grant funding and report it to the public. It’s his city, not some other Mayor’s city. It’s called passing the buck…His Clerk said she is transparent, well nobody knew about $191,000 grant and receiving it…or they didn’t want to ans. the questions Mr. Castiglia was asking, only the Chief, not the Mayor he even thought it came in back in 2023.
