Parolee Charged With Sexual Abuse, Endangerment

FULTON, NY – A local parolee was arrested Tuesday in connection with allegations that he had sexual contact with a child in the presence of another.

At approximately 5:10 p.m., officers with the Oswego County Sheriff’s Office arrested Kevin T. Green, 35, of Russell Road, building # 310, in the presence of his parole officer at the Fulton City Police Department. Green was charged with first-degree sex abuse, a class-D felony, and two counts of endangering the welfare of a child.

Police said the arrest was the result of an investigation into an incident that occurred at a town of Granby residence. Green was accused of having sexual contact with an individual less than 11 years of age in the presence of an individual less than 18 years of age.

Green was arraigned before the Hon. Bruce Wells, Granby Town Court, and remanded to the Oswego County Correctional Facility without bail.

According to information posted on the state’s Department of Correctional Services Web site, Green has served two separate prison terms since 1991.

Green was sentenced in Onondaga County to serve one-and-a-third to four years in prison in December 1991 for a charge of criminally negligent homicide. He was released to parole in April 1995.

Two years later in September 1997, Green was sentenced in Onondaga County again to serve a maximum 12-year prison sentence for a charge of first-degree robbery. He was given a conditional release to parole after serving almost 10 years and released in June 2007.

According to Oswego County Sheriff Reuel Todd, another arrest could result in Green’s return to prison on that charge to finish his original sentence.

“It would probably be very well deserved,” Todd said.

Because of the nature of the current case against him, Todd said few other details can be released, pending the conclusion of the investigation.
