Oswego County Conducts Mobile Home Study

OSWEGO COUNTY – The Oswego County Planning Department is conducting an inventory of manufactured mobile home park communities throughout the county to determine where municipal infrastructure expansion is most needed and helps support grant funding applications. The county was awarded a Community Planning Grant from New York State Homes and Community Renewal to complete this project.

Oswego County planners will visit each of these communities to conduct a visual site assessment of the property. This includes identifying the number of mobile homes in a park, how many are vacant or occupied, the type of sewage disposal system used, the type of water system, surface water drainage, interior road quality, community buildings and recreational facilities, parking, lighting and general safety items.

“We recognize that manufactured or mobile home park communities are an important housing option for our residents,” said Tim Stahl, director of the Oswego County Community Development, Tourism and Planning Department. “This study will help us to better assess community development and infrastructure needs throughout the county, ensuring that broadband, municipal water and sewer, and other important projects serve those most in need.

“This project also brings opportunities for one or more manufactured or mobile home park communities to have an engineered design plan that would help identify improvements beneficial to residents of those communities,” continued Stahl. “The improvement plans can then be used to apply for various housing and infrastructure grant funding.”

In 2024, NYS Homes and Community Renewal created grant opportunities for manufactured mobile home park community residents and owners for improvements to housing units and infrastructure. Grant funding will be geared towards park communities whose residents are at or below 80% of median income for Oswego County.

Planners will also have a questionnaire form for the owner of the park to complete. It asks for information about site capacity and occupancy, available services and amenities, and whether the owner is interested in expansion or wants to be notified of grant funding opportunities.
