OCSD Board Of Education Discuss Learning Programs During Meeting

OSWEGO, NY – The Oswego City School District Board of Education met on the evening of June 6, 2023, with all members present. To begin the meeting, Board President Dr. Lisa Glidden read a resolution proposing that the Training and Weight Room at OHS be named in honor of Athletic Trainer Michelle Wink. The measure passed unanimously.

Moving on to the Superintendent’s Report, Interim Superintendent Jeffrey Gordon noted the Air Quality Warning that has affected the district’s operation, stating that the district would continue to modify operations as needed, in an effort to “keep everybody safe.”

Gordon introduced Executive Director of Special Education and Student Services Lisa Carter, who reported on the district’s Special Education Programs. Carter noted that 84.5% of the district’s special education students spend 80% of the school day in regular education classrooms. Carter attributed this measure of success to the district’s dedicated staff of special education teachers and teaching assistants. Carter then presented a graphic that broke down the number of special education students by building and illustrating the types of services the students receive.

Carter noted an increase in special needs students reaching school age, placing the blame on the COVID-19 pandemic. 615 students in the district are labeled as Special Needs, a number that has shown an increase.

OHS Principal Ryan Lanigan presented a proposal to the board, hoping to afford students an opportunity to gain “real world” experience at SUNY Oswego through a proposed Career Based Learning Program. Lanigan presented a graphic showing an increase in potential earnings by students that have completed a Career Based Learning Program in the New York City area. Students participating in the program would receive academic credit for their first year participating, and academic credit and a paycheck for their second year of participation.

The District’s Facilities Use Policy was outlined in a presentation by Assistant Superintendent Amanda Caldwell. The appointed committee met four times to discuss this issue, designating the types of groups that request use of district facilities, and identifying the insurance and liability requirements of these groups. Caldwell displayed a proposed fee schedule for the use of the facilities. The proposed fee schedule will be analyzed and discussed as the process moves toward an approved and finalized implementation.

All items on the Consent Agenda passed unanimously. All items on the Personnel Agenda passed unanimously.
