Oswego Common Council Meets Via Video Conference

OSWEGO – Oswego held its Common Council meeting tonight, April 13, via video conference, when it discussed and voted on eleven resolutions.

Mayor Billy Barlow began the meeting with the mayor’s report when he reminded the public of some changes made amid the COVID-19 pandemic, including:

  • City Hall is now closed. All business can be conducted through the city website.
  • All meetings are now live streamed and will be posted for viewing. Public comments usually stated during Common Council meetings may be submitted to be read aloud during the video meetings.
  • Reminder: the stay-at-home order is still in effect. Please report any gatherings/businesses that remain open at 315-342-8120 or [email protected].
  • COVID-19 Emergency website: The website offers help and answers questions concerning food banks, small business loans, financial issues or any other difficulties people may be experiencing during this time.

Measures voted on by the council include:                                                                                                                

R-99 – Approve minutes of Special Common Council meeting held March 16, 2020. 

R-100 – Appointment as Commissioner of Deeds for the City of Oswego for a term of two years are: Alan Wood, Robert J. Nicholson, Corey Metz, Eric Strahley, Linda Grace, and Alicia Guernsey – measure approved.

101 – Approve use of public space – Kathleen O’Beaudry, owner of a single-family dwelling located at 69 East Mohawk St. requests the use of public space one hundred forty-eight feet by sixteen feet in order to install new four-foot-high fence. The use of the public space will be revocable by the Common Council if any problems arise – measure approved.

102 – Approve use of public space – Thomas Edwards, owner of multiple properties located on Smith Beach Road, requests the use of a public space of sixteen feet in order to install a new six-foot-high fence. The use of public space will be revocable by the Common Council if any problems arise from use – measure approved.

103 – Approve use of public space – Jeanne Ritz is hosting the RitzKids Crush Cancer 5K on Saturday, October 24, 2020, beginning at 9 a.m. The council granted permission for road closures along with police escorts during the event – measure approved.

104 – Approve use of public space by the Oswego YMCA, in order to host the Annual Reindeer Run on Saturday, December 5. The event is requesting road closures from 8 a.m. to 11 :30 a.m. on the date of the event. Organizer promises to notify businesses of temporary road closures – measure approved.

105 – Authorize Mayor to execute a one-year renewal agreement with Step One Creative for ongoing website maintenance to the city’s website at a cost of $500 a month. The contract renewal is for the term of April 1, 2020 to March 31, 2021 – measure approved.

106 – Authorize the mayor to enter into a service agreement with Spillman Technologies to provide maintenance services for the City of Oswego’s participation in the Oswego County Records Management System. The new county-wide system will increase efficiency and communication between various Oswego County law enforcement agencies, while increasing efficiency and communication between the agencies – measure approved. 

107 – Approve revised bid submitted by PAC, Inc. for the general construction of the Oswego City Hall Building Envelope Improvements Project. This is part of the City Hall Restoration Project. The project includes a new roof and gutters, work on the bell tower, masonry work and select window replacement. The $2.6 million project will be partially funded with a $500,000 grant from the state of New York. – Measure approved.

108 – Waive rules of the Common Council to present resolution No. 109 from the floor without Committee consideration – Measure approved. 

109 – Authorize public hearing regarding National Grid’s relocation of pipeline 55. National Grid is mandated by the New York State Public Service Commission to relocate its pipeline 55 as part of upgrading a natural gas infrastructure in the City of Oswego. 

The measure was rejected last spring due to noise levels and disruption to property owners. The council asked National Grid to overhaul the project in order to meet city expectations.

Seventh Ward Councilor Robert Corradino voiced concerns about residential public awareness along Rt. 48, where the project will take place.

A public hearing will be held in two weeks, allowing constituents to voice concerns. National Grid will answer any questions or concerns residents may have concerning construction. Construction is slated to begin April 2021. 

Common Council meetings are held the first and third Monday of every month via live-stream until further notice.
