OSWEGO, NY – The Common Council made rather quick work of nearly 20 resolutions this week.
The council granted authorization for Mayor Tom Gillen to request that the city’s state legislators prepare and introduce the necessary legislation to enable the city of Oswego to continue the additional one percent sales and compensation use tax for the period Dec. 1, 2013 and ending Nov. 30, 2015.
The additional one percent sales and compensating use tax is due to expire on Nov. 30.
This resolution also authorizes Mayor Gillen to execute any and all documentation required by the state legislators and the New York State Department of Taxation & Finance, authorizing one percent sales and compensation use tax for the period beginning December 1, 2013 and ending November 30, 2015.
Councilors approved a request by Oswego Little League for use of public space to locate a new concession stand at the Fort Ontario Little League site.
Tim Murphy of Oswego Little League outlined the organization’s need for a new structure. They are considering the area near the city swimming pool because of its proximity to the fields, he said.
Their current concession stand “is quite aged and is starting to fall apart,” he told the committee. “We’d really like to run just one concession at this time. We would raise the funds to build it.”
Council President Ron Kaplewicz noted that at its meeting in early December, the Common Council accepted a donation of a storage building from Sprint. Brian Folgherait, Water Department plant manager, had requested authorization to accept the donation of a storage building located at the Ellen Street Tank as Nextel (Sprint) is decommissioning the facility.
Nextel (Sprint) will pay a one-time payment of $2,000 to assist the city in moving the building.
“Can you use it?” he asked the Little League representatives. “With a little modifications, instant concession stand.”
Murphy said they would take a look and see if it’s a viable option.
The council also OK’d a request from Beacon Triad, Inc., the owner of commercial property located at 101 W. Utica St. in the Third Ward.
They want nine parking spaces between the sidewalk and property line fronting West Utica Street as well as use of public space for two parking spaces between the sidewalk and property line on West Eighth Street.
Use of public space was also approved for Donna Wilcox to place signs in public space to Welcome Home the Troops.
She requested placement of three signs. One would be on the median on Route 481, second sign at 10th Street and the third sign somewhere near college.
Councilors accepted a proposal for professional services that are required for the controlled demolition of 14 Walter St.
Funds will be transferred from the Contingent Account.
Mike Riley, purchasing agent, recommends that $5,000 be reserved.
The mayor was authorized to sign the agreement with the Greater Oswego-Fulton Chamber of Commerce for its 2013 events.
They are requested a total of $23,500.
Independence Day Parade: $12,375; Veterans’ Stage Concerts: $3,000; Pumpkin Fest: $2,750; Taste of Oswego: $2,375; Project Bloom: $3,000; and Farmers’ Market: $2,375.
The mayor was authorized to sign Amendment No. 2 of the Agreement with GHD Consulting Engineers for the additional administration work for the Excess Flow Management Facility Temporary/Seasonal Disinfection Agreement for Professional Services in the amount of $49,600; and Change Order No. 2 for the construction contract with W.D. Malone Trucking and Excavation for the Sanitary Sewer Rehabilitation Area 1-Turrill Street Basin project in the amount of $20,765.46.
The purchasing agent was authorized to accept the low bid for professional and technical services to develop and administer a mercury minimization program for the East Side Wastewater Treatment Plant.
GHD Consulting Engineers submitted the lowest base proposal ($17,700) and should modifications be required during the three years of service, GHD would provide the modifications at an additional cost of $3,100 per occurrence.
The Oswego Lions Club was granted permission to use Veterans’ Park for the club’s annual Rivers Edge Craft Show on June 9.
The hours of the event will be 8 a.m. to 5 p.m.
The Oswego Lions Club will present “Roar with Laughter” with headline comedian Jamie Lissow and warmup Shaun Murphy on February 1 at the American Foundry, 246 W. Seneca St. Doors will open at 7 p.m.; show begins at 8 p.m.
Tickets will be available at the door the night of the event, or can be purchased prior to the show at the following locations: Cakes Galore and More, Oswego Auto Parts, Inc. (NAPA), DeVine Designs by Gail in Fulton for $12.
Harbor Festivals was granted permission to use various areas of public space and waiver of fees, for the July 2013 event.
Among the things listed in their request are: the city bandstand at West Park, Breitbeck Park and the adjacent baseball field and parking areas, Franklin Square Park, Washington Square Park, use of the McCrobie Building, the Oswego river walks and various parking areas.
The Greater Oswego-Fulton Chamber of Commerce was granted a parade permit for the 2013 Independence Day Parade (50th) as well as closure of Bridge Street and side streets on July 7; waiving of hawking and peddling ordinance, use of city bandstand; and use of Breitbeck Park – July 6 and 7.
Again, the parade will start at the high school, head north on Liberty Street and then east on Bridge Street and then north on East Seventh Street, ending at Fort Ontario.
They will also use Breitbeck Park on July 6 and 7 for a carnival.
The parade would begin at 1 p.m. and the fireworks at 9:45 p.m. over the harbor.
The chamber was granted permission to use Veterans’ Memorial Park at RiverWalk West, as the venue for its summer concert Series on June 18, July 16 and August 20 from 7 – 9 p.m. The concerts are open to the public.
The chamber was also approved to use public space and the city bandstand, and street closure for the Oswego Farmers’ Market, May 23 through October 10; use of East Park for its annual Pumpkin Fest on October 5 and 6; and use of the city bandstand for 2013 Fulton Jazz Fest August 9 and 10.
