Oswego Gears Up For Paving Season

OSWEGO – At Monday night’s Common Council meeting, the Purchasing Agent was authorized to seek bids for the 2018 Paving Project.

The $827,350 plan includes some of the Port City’s major streets and high traffic areas.

It will be done in addition to the State Route 104 repave project scheduled by the NYS Department of Transportation for later this summer.

The city will purchase a machine designed to move quickly throughout city streets, with minimal personnel required, to patch potholes and address worn areas, the mayor said.

Tom Kells, Commissioner of the Department of Public Works and Parks and Recreation, requested a transfer of funds from the Snow Removal Account to the Garage Equipment Account for the purchase of the road patching unit. The council approved the transfer.

The councilors also approved use of public space (and city properties) for:

• Stephanie Lamb, Associate Alumni Director, SUNY Oswego, to hold an alumni event at Breitbeck Park on June 9.

• Malorie Ruel for a wedding ceremony in Breitbeck Park on June 23.

• Oswego Health for property located adjacent to 29 E. Cayuga St.

• Oswego Little League in order to host the third annual Oswego Little League 5K Run/Walk Event on June 1.

• Thomas Allen, in order to host the seventh annual A-TOM-MIK Invitational Fishing Derby on August 10-12.

• The Oswego YMCA to host the Dragon Boat Festival on August 10-11.

• The Oswego City-County Youth Bureau to use Breitbeck Park in order to host an Easter Egg Hunt on March 31.

The council authorized a public hearing on proposed Local Law No. 3 of the Year 2018 – a local law amending Local Law No. 3 of the Year 2015, Chapter 224, Taxation, With Respect to Exemption for Certain Capital Improvements to Residential Buildings.

The local law would make permanent the City of Oswego Residential Home Improvement Tax Exemption, which was initiated by then-councilor Billy Barlow in 2015 to encourage home improvement projects.

The exemption is set to expire next month.

Mayor Barlow has also proposed Local Law #4, which provides a similar tax exemption for businesses within the city of Oswego that improve, expand or renovate their property.

The council also authorized a public hearing on proposed Local Law No. 4.

A public hearing on Local Law #3 will be held at 7:05 p.m. on March 26. The hearing on Local Law #4 will follow at 7:10 p.m. Both will be in the Council Chambers at City Hall, 13 W. Oneida St., Oswego.

The council OK’d an amusement license for the 2018 racing events at the Oswego Speedway. The Speedway paid $500 for the license fee.

The mayor was authorized:

To sign Change Order No. 1 in the amount of $2,394.80 with WCA Roofing and Sheet Metal Co. for additional work to the Roof Replacement Project at the Eastside Waste Water Treatment Plant.

To enter into a renewal agreement with Step One Creative for website maintenance from April 1, 2018 through March 31, 2019 at a cost of $500 per month.

To execute an agreement with Camden Group for consulting and staff support services at the Water Treatment Plant. Ken Scherrible from Camden group had requested the mayor be authorized to sign a contract expanding the hours of a 1A operator for Camden Group at the city of Oswego Water Plant. The monthly rate will now be $4,840.

Fire Chief Randy Griffin’s request to attend the 2018 New York State Building Officials conference, April 10-12 in Liverpool, was approved.

The council also approved his request to attend the Career Fire Chiefs of New York State workshop on March 20-21 in Saratoga Springs.

Animal Control Officer Caroline Anderson was OK’d to attend the Aggressive Dog Handling workshop on June 3-4 in Syracuse.
