OSWEGO, NY – The Oswego school board has interceded on behalf of a building principal and his battle with the State Education Department and a former Oswego school superintendent.
David Fischer (superintendent from January 2005 to June 2008), is asking the state to revoke Dean Goewey’s teaching and administrator licenses.
In 2007, Fischer, while superintendent in Oswego, began a disciplinary hearing against Goewey.
The case was settled in August 2008; the board of education dismissed the charges against Goewey.
However, earlier this spring, as a result of Fischer’s actions, a license revocation hearing got under way in Albany at the State Education Department offices.
At a special meeting Tuesday night, the Oswego school board adopted the following resolution:
Whereas, In fact, it was in August 2009, the Oswego City School District Board of Education and Dean Goewey learned, for the first time, of the Part 83 referral made by the former Superintendent of Schools.
The referral was disclosed when the SED independently commenced proceedings against Goewey based upon the same allegations that were before the hearing officer in the 3020-a proceeding, and
Whereas, This type of proceeding commenced against Goewey by the SED is typically reserved to evaluation of moral character, and
Whereas, The Board of Education and Goewey intended and mutually understood that the matter had been fully resolved by the settlement between them.
If the Board of Education had known of the Part 83 referral at the time of the settlement, the Board of Education would have placed its views on the record with the SED and requested that this be deemed a local matter that has been fully resolved and closed, and
Whereas, The continuation of the proceedings against Goewey by the SED, and the publicity about these proceedings, have caused unfounded confusion and questions by parents and the general public, which in turn has caused disruption to the district operations and has adversely affected the reputation of Goewey, a building principal in whom the Board of Education has full confidence, as well as the reputation of the School District, so
Now, Therefore, Be It Resolved, that effective on Tuesday, July 19, 2011, the Oswego City School District Board of Education hereby respectfully requests that the SED bring an immediate and final conclusion to the proceedings against Goewey by dismissing all pending proceedings and, in furtherance of this request the Board of Education authorizes and directs John Dunsmoor, President of the Board of Education, to cause a copy of this Resolution to be forwarded to the SED; and
It Is Further Resolved, that the Board of Education hereby authorizes the Board President, John Dunsmoor, to provide the SED with additional and supplemental information, as the Board President deems necessary, consistent with this Resolution.
The motion was made by Sam Tripp and seconded by Tom DeCastro. It was adopted 4-1 with Jim Tschudy casting the “No” vote.
Kathleen Allen and Fran Hoefer were absent.
