OSWEGO, NY – Two public hearings will be held prior to Monday’s Common Council meeting.
The first, to receive comments and feedback in regard to the adoption of the City of Oswego 2020 Strategic Plan – in anticipation of adoption of the plan, will be conducted at 7 p.m.
Councilors received a draft of the 2020 Vision Comprehensive Plan Revision document last month, according to Mary Vanouse, community development director.
A public meeting was held Dec. 13 to present the plan to the public and begin the 30-day review period. City officials have received and incorporated comments from the public into the proposal.
They have also received a recommendation from the Oswego County Department of Community Development, Tourism and Planning to approve the revision.
At 7:10 p.m. a public hearing will be held regarding Proposed Local Law #1 regarding Chapter 63, Animals.
As of Jan. 1, licensing of dogs is a local function and as such, the city needs to revise Chapter 63, Animals, to conform to the new state regulations, explained Barb Sugar, city clerk.
Sugar pointed out that Section 63.7 (H), regarding farm animals in the city, isn’t included in the proposed local law.
Also Monday night, the councilors will consider buying lighting upgrades for the east and west side waste water treatment plants.
Through a program by National Grid, the city can receive rebates on lighting system retrofits.
The program will save the city an estimated $3,250 in annually.
Among the other agenda items are selling one of the city’s old fire engines, several requests for travel, eight applications for 2011 solid waste licenses and a request to transfer of $61,510 from within the fire department to pay for upgrades to the Plymovent Exhaust Evacuation System at the east and west side fire stations.
