Replace Your Peeling License Plates at No Cost

OSWEGO COUNTY – The Oswego County Clerk’s Office said Tuesday (Sept. 30) that they are working with the New York State Department of Motor Vehicles to address the issue of delamination or peeling of older license plates.

“Customers who come into our motor vehicle offices to replace their peeling plates will receive a replacement set at no cost,” said Oswego County Clerk Michael C. Backus. “The state is waiving the plate and transaction fees for this issue, effective immediately.”

Those who would like to replace their peeling plates at no charge should go to their local DMV office.

They need to turn in their peeling plates and the vehicle’s registrant must be present to complete the necessary form.

People who bring in license plates which show normal aging such as fading or cracking, or damage from regular use will be charged the $25 plate fee and the $3.75 transaction fee.

Customers who have replaced their peeling plates and paid the $28.75 fee within the last year can apply for a refund by mail.

They can either go to their local DMV office or to the NYSDMV Web site at http://dmv.ny.gov/ and download the MV-215 form titled, “Request for Refund of Fee Paid for Motor Vehicle Registrations and Driver Licenses.”

They must include the reason for the refund, such as, “I certify that I paid a fee to replace plates that were peeling.”

The form can then be mailed to the state office in Albany.

It takes at least 90 days for the agency to review the claim and process the refund.

The NYSDMV has received complaints about older license plates showing delamination or peeling of their printed coating.

Plate manufacturers were called in to investigate.

Their initial report indicates that this is not a sign of normal plate aging.

Oswego County has three local DMV offices.
