Phase One Of Former ‘Old City Hall’ Building Construction Approved By Oswego Common Council

OSWEGO – The brick building that once housed the wildly popular ‘Old City Hall’ restaurant and bar will soon have a new look; the Oswego Common Council passing a resolution for the use of city property by new owner Ed Alberts to construct an expanded outdoor seating area – the measure passing unanimously during their bi-monthly Common Council meeting, Monday, Dec. 12. 

At last week’s Dec.5 Committee meeting, Alberts requested the Use of Public Space owned by the city to build a ground level patio/seating area extending out to the Riverwalk sidewalk,  with a first floor balcony/deck along the back of the building overlooking the Oswego River. 

Alberts said they are hoping for the deck to range from around “nine to 10 feet,” the plan dependent on infrastructure factors.

“We’re kind of looking at the best case scenario on here, and hoping that that sticks,” Alberts said. The date for construction is tentative due to architecture and utility variables.

Also discussed during the meeting was a consideration to waive fees for an alleged code violation located at 31-33 West Fifth St. in Oswego

According to City Attorney Kevin Caraccioli, former tenants at the above-mentioned property, made arrangements for Butler Disposal to pick up old living room furniture they had placed out by the road the evening before – the expense prepaid by the tenants.

Because of a police call about abandoned furniture on the side of the road, a Code Violation trash collector picked up the furniture the next day. 

Code Enforcement sent out a “Notice and Order” violation to the property owner a day after the furniture removal. The notice, received eight days after being sent out, ordered the property owner to “remedy” the situation.

According to Caraccioli, it was found that the “Notice and Order” violation was defective according to Chapter 249 of the City Code. After very lengthy discussion, it was found that the City fell in error of the situation, waiving the $401.00 violation fee. The resolution passed by a margin of 6/1.

  • Approve minutes of November 28 Common Council meeting
  • Appoint Commissioner of Deeds
  • Approve Bond Resolution – $2,392,330 to pay the cost of the Reconstruction of/and Improvements to the System at the High Dam Hydroelectric Station
  • Authorize Mayor to sign a New Energy Sales Agreement with National Grid
  • Authorize Mayor to sign a Sewer Use Agreement with the Town of Oswego for a Five (5) year term
  • Waive rules of Common Council to present Resolution No. 376 from the floor without Committee consideration
  • Authorize Mayor to sign an Addendum to the Labor Contract between the City of Oswego and SEIU 200United
