UPDATE: State Police investigating fatal crash involving two Amish buggies in Richland

OSWEGO COUNTY – On September 25, 2026, at approximately 9:16 a.m., State Police responded to a crash involving a passenger van and two Amish buggies at the intersection of County Route 41 and Manwaring Road in the town of Richland.

A preliminary investigation determined that a 2017 Dodge, operated by Terri M. Russell, age 47, of Sandy Creek, was traveling south on County Route 41 when it struck two Amish buggies traveling south in the same direction.

The first buggy was occupied by five children. Four boys, ages 6, 7, 8, and 11, were transported for evaluation and were listed in stable condition with minor injuries. Emma Swartzentruber, age 9, was transported to Upstate University Hospital in critical condition. As of September 28, 2026, Emma is listed in stable condition but remains in the hospital.

The second buggy, which was the first of the two buggies struck by the Dodge, was occupied by four children. Anna J. Hershberger, age 13, and Moses J. Hershberger, age 7, were pronounced deceased at the scene. A 10-year-old male sustained serious, non-life-threatening injuries. An 8-year-old female was not injured.

The investigation remains ongoing.
