FULTON, NY – William J.  Phillips, 61, of Phoenix, passed away Thursday October 2, 2014, at St. Joseph’s Hospital, Syracuse.

Bill was born on February 18, 1953, in Fulton, a son to the late, Fredrick and Ida Troup Phillips.

He was an avid outdoorsman and appreciated nature.

Bill enjoyed keeping busy by tinkering on things and doing his wood working.

He was predeceased by four siblings, Charlotte Rahlye, Mary-Jane Farr, David Phillips and Helen Shortt.

Bill is survived by his loving wife, Terry Phillips; two sons, William (Amy) Phillips and Christopher (Tee) Phillips; eight grandchildren, Tyler, Zachary, Jeromy, Cameron, Love, Paige, Nic and Haydn; two siblings, Liz Rice and Raymond Phillips; as well as nieces, nephews and the extended family.

Family and friends may call on Monday, October 6, from 2 to 4 p.m. at Foster Funeral Home, 910 Fay St., Fulton, where a funeral service will follow at 4 p.m.

  1. My Love and Prayers go out to the whole family. I had the wonderful pleasure of meeting POPs he was a funny sweet loving man and I wish I could have gotten to know him more. May he rest in Peace.

  2. The greatest guy I’ve had the pleasure of knowing. Not just a father in-law to me but a dad. I miss him so much though I will always carry him in my mind and heart. I love you, Dad!!!!
