Oswego County Drug Task Force Announces Felony Arrests


OSWEGO, NY – On May 5 at approximately 1:30 p.m., the Oswego County Drug Task Force arrested Clinton E. Rowe Jr., 29, of 38 VanBuren St. Apartment # 2 Fulton.

Rowe’s arrest was based on an Oswego County Court arrest warrant issued as a result of Rowe being indicted by an Oswego County Grand Jury on the following charges:

4 counts – Criminal Sale of a Controlled Substance in the 3rd degree – Class B Felony
4 counts – Criminal Possession of a Controlled Substance in the 3rd degree, intent to sell – Class B Felony

Rowe was arraigned in Oswego County Court and remanded to the Oswego County Correctional Facility in lieu of no bail.

He had a return court date of May 11 in Oswego County Court.

It is alleged that Rowe did sell heroin on four separate occasions in the city of Fulton.

Also on May 5 at approximately 12:45 p.m., the Oswego County Drug Task Force with the assistance of the Fulton City Police Department arrested Sheldon G. Rowe, 32, whom is reportedly homeless.

His arrest was based on an Oswego County Court arrest warrant issued as a result of him being indicted by an Oswego County Grand Jury on the following charges:

3 counts – Criminal Sale of a Controlled Substance in the 3rd degree – Class B Felony
3 counts – Criminal Possession of a Controlled Substance in the 3rd degree, intent to sell- Class B Felony

He was arraigned in Oswego County Court and remanded to the Oswego County Correctional Facility in lieu of no bail.

He had a return court date of May 11 in Oswego County Court.

It is alleged that Sheldon Rowe did sell heroin on three separate occasions in the city of Fulton.

Clinton Rowe and Sheldon Rowe are reportedly cousins.

On May 6 at approximately 5:35 a.m., the Oswego County Drug Task Force with the assistance of the New York State Police Special Operations Response Team and Contaminated Crime Scene Emergency Response Team executed a methamphetamine related search warrant at 2 Chinook Lane in the town of Albion.

The search resulted in the seizure of materials and equipment used for the production of methamphetamine, according to police.

Bradley S. Bristol, 25, of 508 S. Albion Road, Albion, and Rebecca L. Lance, 32, of 2 Chinook Lane Albion, were both arrested and charged with one count each of the following:

Unlawful Production of Methamphetamine in the 3rd degree – Class C Felony
Endangering the Welfare of a Child – Class A Misdemeanor

It is alleged that Bristol and Lance did possess materials and equipment with the intent to produce methamphetamine while there were nine children under the age of 17 in the home.

Also assisting at the scene was the Altmar Volunteer Fire Department.

Bristol and Lance were arraigned in the Town of Richland Court and remanded to the Oswego County Correctional Facility in lieu of $25,000 cash bail or $50,000 bail bond.

They are both due to appear in Albion Town Court on June 1 at 6 p.m.

The Oswego County Drug Task Force is comprised of members from the Oswego County District Attorney’s Office, Oswego County Sheriff’s Department, NYS University Police at Oswego, Fulton City Police Department and Oswego City Police Department.
