It is alleged that on 8/10/2020 at approximately 10:52 AM while at 19 W. First St. N., the defendant, Kera Heather Marie Reed, did commit the act of Petit Larceny by stealing an Iphone 11 Max Pro that was in the victim, Mercades Peck’s, vehicle. The Iphone is believed to be valued at $1200.00. After stealing the phone, the defendant did return to her own vehicle and leave the scene.

It is alleged that on the above stated date, and location, at approximately 8:54 PM, the defendant did intentionally disobey a duly served stay away order of protection issued by the Oswego County Family Court on February 14, 2020 and signed by Donald VanStry, Court Attorney Referee, which does not expire until February 13, 2021.

It is alleged that on  4/30/2020, at approximately 3:52 PM, while at 364 W. First St. S., Save-A-Lot, in the City of Fulton, County of Oswego, State of New York, the defendant while acting in concert with co-defendant, Justin M. Schultz did enter Save-A-Lot with the intent to steal items from the store.

The  defendant did conceal assorted merchandise inside her hand bag and passed all points of sale, failing to pay for the merchandise. The total dollar amount is $23.14.

On the 8/14/2020 at approximately 7:54 PM, while in the 300 block of W. Broadway in Fulton the defendant, Taylor S. Clark, was arrested on an arrest warrant, docket number CR-00332-20, issued by the City of Fulton Court and signed by the Honorable David Hawthorne on 08/13/2020 for the charge of attempted petit larceny.

It is alleged that on 3/4/2020 at approximately 3:19 PM, while at 115 Oneida St., Kinney Drugs, in Fulton the defendant did attempt to steal items by concealing multiple items within a black bag that she carried into the store.

When the defendant was confronted by store employees she dropped the bag and ran out of the store. The assorted merchandise (including makeup, candy, and other consumable items), located within the bag, had a total value of $277.77.

On the 8/14/2020 at approximately 7:54 PM, while in the 300 block of W. Broadway in Fulton, The defendant, Taylor S. Clark was arrested on an arrest warrant, docket number CR-00586-20, issued by the City of Fulton Court and signed by the Honorable David Hawthorne on 08/13/2020 for the charge of criminal contempt second.

It is alleged that on the 4/5/2020, at approximately 4:15 PM, at 508 Leitch St., in Fulton, Clark did intentionally violate a duly served stay away order of protection, order number 2019-000146, signed by the Honorable David H. Hawthorne of the City of Fulton Court on 09/19/2019 and expiring on 09/09/2020.

The order commands Clark to stay away from the protected party, David L. Kelsey, his home, his school, the business and the place of employment. Clark violated the order by intentionally going onto David L. Kelsey’s property and being within close proximity of his residence, and being inside of his vehicle.

Narrative:

On 08/15/2020 at approximately 9:44 PM, while at 323 Cayuga St.,the  defendant Scott D. Glazier, was arrested for the offenses of harassment in the second degree, criminal obstruction of breathing/blood circulation, and unlawful imprisonment in the second degree.

It is alleged, that on the above stated date and location, at approximately 8:50 PM, Glazier did engage in a domestic dispute with the victim Heather A. Spink.

During the course of the domestic dispute, the defendant did strike the victim in the face with a television remote, and twice in the left side of her face with the back of his hand. Furthermore, Glazier did grab the victim by her neck with both hands and apply pressure which made the victim unable to breathe for approximately 10-15 seconds. The defendant also held the victim down on a bed which restricted her ability to move.

Narrative:

On 8/16/2020, at approximately 1:21 AM, while at 702 Seward St.,  Fulton, the defendant, Collin J. Mattocks, was arrested for unlawfully fleeing a Police Officer in a motor vehicle in the third degree, driving while intoxicated, failed to stop at a stop sign, speed not reasonable and prudent, speed in zone, improper turn with no signal, failed to keep right, no seat belt, and consumption/alcohol in a motor vehicle.

It is alleged that on the above mentioned date, at approximately 1:06 AM, while in the 150 block of N. Sixth St., Mattocks did operate a 2006 Kia Spectra bearing New York State registration HGY2121 in a northerly direction. Mattocks did operate the  vehicle in the middle of a public roadway failing to keep right while in an intoxicated state, which was shown by glassy eyes, slurred speech, poor fine motor coordination, and the odor of consumed alcoholic beverage emanating from his breath.

When being asked to exit the vehicle to be administered standardized field sobriety tests, Mattocks fled the scene in the vehicle without a seat belt, from a uniformed Police Officer in a marked Police vehicle with emergency lights activated.

Mattocks made a right turn onto Porter St. without using a turn signal, where he made another right turn onto North Seventh Street, where he continued south on North Seventh Street.

At North Seventh Street at Fremont Street the defendant passed a marked Police vehicle who had its emergency lights activated going an estimated 55 MPH in a 30 MPH zone. Furthermore, Mattocks failed to stop for the stop sign at North Seventh Street at Seward Street because he was traveling too fast to stop.

Mattocks tried to stop the vehicle but was unsuccessful and struck the yard of 702 Seward St. with its front bumper, causing a large piece of the lawn to be damaged.

It is further alleged that the defendant did possess an open 16 oz. container of Keystone Light on the driver’s side rear floor board that contained a liquid in it similar to the appearance and odor of beer.

Narrative:

On 8/16/2020, at approximately 10:30 AM, at 116 Fulton Ave., in  Fulton, the  defendant, Mariah J. Lee, was arrested for endangering the welfare of a child.

It is alleged that on 8/14/2020 at the above mentioned location, at approximately 9:15 PM, Lee, did intentionally snort a crushed up Oxycodone pill through a rolled up dollar bill which resulted in her overdosing and becoming unconscious. The pill was also not prescribed to the said defendant.

Lee was inside of her residence where she was alone with a seven year old juvenile with the initials LMJ, DOB- 01/16/2013. The defendant being unconscious caused the juvenile to run to a nearby residence to get help for the defendant. The defendant’s actions were likely injurious to the physical, mental, and moral welfare of the child who was less than seventeen years of age.

Narrative:

On 8/16/2020, at approximately 11:42 P.M while at 15 W. Fifth St. S. in Fulton, the defendant, Leo N. Toby Jr., was arrested on the charges of attempt to commit robbery 3rd, menacing 2nd, criminal obstruction of breathing, criminal possession of a weapon 4th and harassment 2nd.

It is alleged that on the above date and at the above location, atapproximately 11:20 AM, during a domestic dispute, Toby did intentionally push the victim, grab the victim by the neck and apply pressure. The defendants actions caused the victim to experience difficulty breathing.

Furthermore, Toby did possess a kitchen knife and did intentionally hold the knife to the victim’s throat while threatening to kill said victim.

The defendant’s actions caused the victim to fear physical injury. Toby also attempted to forcibly steal property from the victim by threatening the victim with a knife and demanding the victim to open her locked safe with the intention of taking property from the safe.
