Oswego County Sheriff’s Office, Monday, 06/30/08

On 6/27/08 At 4:10 a.m., Jeffrey Ramos, 21, of 367 S. Third St., Fulton, NY, was arrested for Criminal Mischief, Fourth Degree, a class A misdemeanor, stemming from an incident that occurred at Thunder Alley Motor Sports during which he was accused of breaking an overhead door window during an alleged attempt to unlawfully enter the building.  Mr. Ramos was released on an appearance ticket returnable to Town of Volney Court on 7/07/08.  Mr. Ramos was located and detained by members of the Fulton Police Department who turned him over to the Sheriff’s Office for processing.

On 6/27/08, Troy T. Lockwood, 24, of 1019 James St., Syracuse, NY, was charged with Aggravated Harassment of Employee by Inmate, a class E felony, and Criminal Tampering, Third Degree, a class B misdemeanor.  On 6/26/08, while being housed at the Oswego County Correctional Facility as an inmate, Mr. Lockwood was accused of throwing his own feces and urine onto a unit hallway floor and threatening a Correction Officer with throwing the same onto him if the Officer approached him.  Mr. Lockwood was arraigned before the Hon. James Metcalf, Oswego City Court, and remanded to the Oswego County Correctional Facility in lieu of $1,500 cash bail or $3,000 bail bond.  He is scheduled to return to court on 6/30/08.

On 6/27/08 at 4:02 p.m., Harold D. Smith, 35, of 21 Hasto Drive, Mexico, NY, was arrested based on a bench warrant issued by Town of Mexico Court charging him with Aggravated Unlicensed Operation, Third Degree, and Inadequate Muffler.  Mr. Smith was arraigned before Town of Richland Court and released on his own recognizance.  He is scheduled to answer the charges before Town of Mexico Court  on 7/01/08.

On 6/27/08 at 7:59 p.m., Carissa M. Seaman, 29, of 8 Center St., Cleveland, NY, was charged with Aggravated Unlicensed Operation, Third Degree, and No Distinctive Number Plate (only one license plate displayed), following a traffic stop at SR 49 and Elderberry Lane in the Town of Constantia.  Released on tickets, Ms. Seaman is scheduled to answer the charges before Town of Constantia Court on 7/14/08.

On 6/27/08 at 8:48 p.m., Michael J. Burk, 19, of 976 CO 17, Bernhards Bay, NY, was charged with Aggravated Unlicensed Operation, Second Degree (12 scoffs on three dates), and Improper Left Turn, following a traffic stop on Dutcherville Road at CR 17 in the Town of Constantia.  Mr. Burk was arraigned before Town of Constantia Court and released to a third party.  He is scheduled to reappear in court on 7/08/08.

On 6/27/08 at 9:29 p.m., Ashlie M. Grant, 18, of 15 Powers Drive, Fulton, NY, was observed driving eastbound on SR 49 with her driver’s side headlight out.  A subsequent traffic stop at Helinger Road in the Town of West Monroe led to her being charged with Aggravated Unlicensed Operation, Third Degree, and Inadequate Lights.  Ms. Grant was released on tickets and is scheduled to appear before Town of West Monroe Court on 7/14/08.

On 6/28/08, Pedro A. Lugo, 65, of PO Box 752, Fulton, NY, was operating a 2000 Ford westbound on Somers Drive in the Town of Granby at 12:30 a.m. when he reportedly struck pedestrian, Tiffany Y. Phelps, 16, of 11 Somers Drive, Fulton, NY, as she walked along the side of Somers Drive.  Mr. Lugo then reportedly left the scene.  Ms. Phelps was transported by ambulance to A.L. Lee Memorial Hospital in Fulton.  Mr. Lugo later turned himself in and was subsequently ticketed for Leaving the Scene of a Property Damage Accident and Drove on Shoulder.  Alcohol and improper lane usage appear to have been contributing factors in the incident.

On 6/28/08 at 5:56a.m., Andrew J. Kline, 30, of 8955 Avery Road, Baldwinsville, NY, was arrested for Driving While Intoxicated, Driving With .08 of One Percent or More of Alcohol, and Failed to Stop at a Stop Sign following an investigation into a property damage accident that occurred at 682 CR 8 in the Town of Granby.  Mr. Kline was reportedly driving eastbound on CR 8 when he failed to stop for the stop sign at SR 176 and lost control driving into the driveway, first striking some trees and then driving into a barn, passing through its exterior wall, causing damage to the trees and the barn.  Mr. Kline was released on tickets returnable to Town of Granby Court on 7/14/08.

On 6/28/08 at 7:10 a.m., Craig S. Ward, 37, of 943 Emerson Avenue and 116 Ferris Street, Syracuse, NY, was charged with Speed Over the State Speed Limit and Aggravated Unlicensed Operation, Second Degree (3 suspensions), following a traffic stop on SR 481 in the Town of Volney.  Mr. Ward was issued tickets and is scheduled to answer the charged before Town of Volney Court on 7/14/08.

On 6/28/08 at 11:30 a.m., a 17 year old female residing in the City of Fulton was arrested at her residence and charged with two counts of Criminal Mischief, Fourth Degree, a class A misdemeanor, following an investigation into an incident that occurred on 6/16/08 in the parking lot of the Wal-Mart Super Center store located in the Town of Granby that revealed she had caused damage to two parked vehicles by intentionally pushing a shopping cart into them.  The girl was released on an appearance ticket and is scheduled to answer the charges before Town of Granby Court on 7/07/08.

On 6/28/08 at 1:48 p.m., Roger L. Breckenridge, 39, of 592 Kipp Road, Parish, NY, was arrested based on a bench warrant issued by Town of Mexico Court charging him with Speed in Zone and Aggravated Unlicensed Operation, Third Degree.  Mr. Breckenridge was arraigned before Town of Mexico Court and remanded to the Oswego County Correctional Facility in lieu of $500 cash bail or $1,000 bail bond.  He is due back in court on 7/08/08.

On 6/28/08 at 9:04 p.m., John C. Leonardo, 33, of 634 Richmond Avenue, first floor, Syracuse, NY, was observed failing to use a turn signal while attempting to make a turn at a stop sign intersection while driving northbound on Toad Harbor Road in the Town of West Monroe.  A traffic stop found Mr. Leonardo to be under the influence of alcohol, which led to his arrest for Driving While Intoxicated, Driving With .08 of One Percent or More of Alcohol, and Improper Turn (failure to signal).  Mr. Leonardo was released on tickets to a third party and is scheduled to answer the charges before Town of West Monroe Court on 7/14/08.

On 6/29/08 at 12:21 a.m., Timothy B. Clark, 37, of 367 South Railroad St., Parish, NY, was arrested for Driving While Intoxicated, Driving With .08 of One Percent or More of Alcohol, and Improper Right Turn, stemming from a traffic stop after he was observed driving over a curb while making a right hand turn from SR 49 into the Nice ‘N Easy store located in the Town of Constantia.  Mr. Clark was released on tickets and is scheduled to answer the charges before Town of Constantia Court on 7/14/08.

On 6/29/08 at 3:31 a.m., a 17 year old male residing in the Village of Hannibal was charged with Disorderly Conduct, a violation, after he reportedly failed to cooperate with an officer who was attempting to stop a loud party that was taking place at the male’s residence.  The youth first responded to the officer’s presence by walking away from the officer at the door, then returning to the door to tell the officer he was not happy with his presence.  When the officer announced to his guests that the party was over, the youth reportedly became irate and was subsequently arrested.  He is scheduled to answer the charge before Town of Hannibal Court on 7/15/08.

On 6/29/08, Michael E. Shoults, 48, of 1835 CR 8, Oswego, NY, was operating a 1994 Dodge pickup truck towing a boat and trailer traveling northbound on CR 8 in the Town of Granby at 10:34 p.m. when the right rear axle of the trailer reportedly struck a parked 2003 Nissan registered to Douglas C. Geers, 54, of 101 Olde Maple Avenue, Fulton, NY.  Mr. Shoults then reportedly left the scene.  The incident occurred 100 feet north of Cedarwood Drive.  Mr. Shoults was subsequently ticketed for Driving on Shoulder and Leaving the Scene of a Property Damage Accident.
