Trio Facing Felony Drug Charges Following Traffic Stop


OSWEGO, NY – On Wednesday, September 17, the Oswego City Police Department’s Anti-Crime Team (ACT) continued with its efforts to curb the possession and sales of illegal narcotics within the city of Oswego.

At approximately 6:30 p.m., ACT Investigators made contact with five occupants of a Dodge mini-van in the area of State Route 481 and WoodRidge Terrace in the city of Oswego. The occupants of the vehicle were the subjects of an ongoing ACT investigation.

They were detained and the investigation resulted in the seizure of approximately three grams of crack cocaine, ½ gram of cocaine, 20 bags of heroin and 16 bags of marihuana having a total weight of approximately 20 grams, according to police.

It is alleged that the seized drugs were intended for sale within the city of Oswego.

The following persons were arrested and criminally charged as follows:

Telon L. Williams, 32, of 106 Smith Lane, Apartment 12, Syracuse NY:

  • Criminal Possession of a Controlled Substance in the 3rd degree- with intent to sell, Class B Felony
  • Endangering the Welfare of a Child, Class A Misdemeanor
  • Unlawful Possession of Marihuana, Violation

It is alleged that Williams possessed the 20 bags of heroin, with intent to sell, and that when investigators were about to make contact with him he placed the heroin in the undergarments of a 16-year-old female occupant of the van.

Williams was arraigned in Oswego City Court and remanded to the Oswego County Correctional Facility in lieu of $10,000 cash bail / $20,000 secured bail bond.

He has a return court date of September 23 at 9:30 a.m. in Oswego City Court.

  • Criminal Possession of a Controlled Substance in the 3rd degree- with intent to sell, Class B Felony

It is alleged that Bellamy acted in concert with Eduardo Castro-Rodriguez to possess the cocaine and crack cocaine with intent to sell.

Bellamy was arraigned in Oswego City Court and remanded to the Oswego County Correctional Facility with no bail.

He has a return court date of September 23 at 9:30 a.m. in Oswego City Court.

Eduardo Castro-Rodriguez, 29, of 4265 Hunting Creek Road, Clay NY:

  • Criminal Possession of a Controlled Substance in the 3rd degree- with intent to sell, Class B Felony

It is alleged that Castro-Rodriguez acted in concert with Bellamy to possess the cocaine and crack cocaine with intent to sell.

He was arraigned in Oswego City Court and remanded to the Oswego County Correctional Facility in lieu of $2,500 cash bail / $5,000 secured bail bond.

He has a return court date of September 23 at 9:30 a.m. in Oswego City Court.

The 16-year-old and another person that were with the above subjects were released with no criminal charges.
