Sheriff’s Office: 10/20/09

On 10/19/09 at 10:37 a.m., Charles H. Duffy, 22, of 7752 State Route 104, Oswego, NY was arrested for Unlawful Possession of Marihuana, Seat Belt Violation and Aggravated Unlicensed Operation, 2nd degree ( suspended on 7/28/08 for DWAI conviction), following a traffic stop on SR 104 in the Town of Oswego. Mr. Duffy was issued an appearance ticket, returnable to Town of Oswego Court on 11/16/09.

On 10/19/09 at 14:30, Daniel P. Letiecq, 37, of Steelhead Lodge 3178 SR 3, Pulaski, NY was arrested based on an Family Court Warrant charging him with violating Article IV of the Family Court Act (failure to pay support). Mr. Letiecq was arraigned in Fulton City Court and remanded to the Oswego County Correctional Facility in lieu of $275.00 cash.

Sheriff’s Office: 10/19/09

On 10/14/09 at 3:02 a.m., MacKenzie R. Wilton, 20, of 374 Hawk Road, Fulton, NY, was arrested for Driving While Intoxicated, Driving While Impaired by Drugs (marijuana), Unlawful Possession of Marijuana, and No Plate Lamp, following a traffic stop on CR 6 at CR 45 in the Town of Volney. Ms. Wilton was issued tickets and is scheduled to answer the charges before Town of Volney Court on 10/26/09.

On 10/15/09 at 9:00 a.m., Russell J. Plummer, 22, of 67 Sand Road, Sandy Creek, NY, was arrested based on an arrest issued by Town of Sandy Creek Court. Mr. Plummer was arraigned before the Hon. Walter Hafner, Oswego County Court, and remanded to the Oswego County Correctional Facility in lieu of $2,500 cash bail or $5,000 bail bond. He is scheduled to appear before Town of Sandy Creek Court on 10/29/09 to answer the charge.

On 10/16/09 at 2:17 p.m., Ashley M. Pritchard, 21, of 8061 SR 104, Oswego, NY, was charged with Aggravated Unlicensed Operation, Second Degree (10 suspensions on 7 dates for failing to pay fines in numerous courts), and Driving While Using a Mobile Phone, following a traffic stop after she was observed talking on a cell phone while driving westbound on SR 104 in the Town of Hannibal. Ms. Pritchard was issued tickets returnable to Town of Hannibal Court on 10/27/09.

On 10/16/09 at 7:57 p.m., Gary L. Dann, 46, of 456 Paradise Road, Central Square, NY, was arrested for Aggravated Harassment, Second Degree, a class A misdemeanor, after he was accused of leaving a threatening message on the voice mail of a cell phone of an individual residing in the Town of Palermo, a complaint that was made on 10/14/09. Mr. Dann was released on an appearance ticket and will answer the charge before Town of Palermo Court on 10/19/09.

On 10/16/09 at 11:47 p.m., Jeff D. Solomon, 32, of 507 CR 23, Constantia, NY, was arrested for Driving While Intoxicated, Driving With .08 of One Percent or More of Alcohol, and Threw/Deposited Refuse on a Roadway, following a traffic stop after he was observed dragging a piece of scrap metal off the driver’s side of the vehicle, the object giving off sparks on the roadway. Mr. Solomon was released on tickets and is scheduled to answer the charges before Village of Central Square Court on 10/28/09.

On 10/17/09 at 2:32 a.m., Patrick J. Engle, 26, of 2877 SR 48, Minetto, NY, was arrested for Driving While Intoxicated, Driving With .08 of One Percent or More of Alcohol, and Failed to Stop at a Stop Sign, following a traffic stop after being observed failing to stop at the stop sign at the intersection of CR 24 and SR 48 in the Town of Minetto. Mr. Engle was issued tickets returnable to Town of Minetto Court on 11/05/09 and released to a third party.

On 10/17/09 at 8:30 a.m., Dennis G. Frantz, 24, of 63 E. Sixth St., Oswego, NY, was charged with Speed in Zone and Fleeing an Officer in a Motor Vehicle, Third Degree, a class A misdemeanor. Reportedly the Dodge Stratus being driven by Mr. Frantz was observed jumping the railroad tracks on County Route 8 at the intersection with West Myers Road in the Town of Minetto. Emergency lights and sirens were activated as the vehicle was observed turning onto Doolittle Road but the driver eluded patrol. He was again observed driving toward the patrol unit on West Fifth Street Road. A traffic stop was conducted on County Route 85 just west of County Route 8 at which time Mr. Frantz was arrested. He was issued tickets and released and is scheduled to answer the charge before Town of Minetto Court on 11/12/09. The vehicle was driven away by a third party.

On 10/17/09 at approximately 8:3 p.m., members of the Oswego County Sheriff’s Office were called to 211 Hilltop Drive in the Town of Schroeppel on a reported burglary that had been interrupted by the homeowner. The investigation revealed Deanna Candee, age 48, and her son, Adam Candee, age 25, returned to their home at 211 Hilltop Drive to find an intruder inside the home. The intruder was identified as Timothy Hartigan, age 39. A violent struggle took place between the Candees and Mr. Hartrigan. During the struggle, Deanna Candee retrieved her pistol and shot Mr. Hartigan one time. Mr. Hartigan was pronounced dead at the scene. Ms. Candee legally owns the handgun. Ms. Candee was transported to Crouse-Irving Hospital by Menter ambulance. Adam Candee was treated at the scene. The incident remains under investigation at this time.

On 10/18/09 at 4:56 p.m., Kevin R. Bohne, 38, of 811 Tubbs Road, Mexico, NY, was charged with Aggravated Unlicensed Operation, Third Degree, and Speed in Zone, following a traffic stop at CR 12 and CR 10 in the Town of Schroeppel. Mr. Bohne was released on tickets returnable to Town of Schroeppel Court on 10/28/09.

Sheriff’s Office: 10/16/09

On 10/14/09 at 11:23 a.m., Ashley M. Pritchard, 21, of 8061 SR 104, Oswego, NY, was charged with Aggravated Unlicensed Operation, Second Degree (license revoked due to 12 scofflaws, 10 on 3 dates), and Driver’s View Obstructed, stemming from a traffic stop on SR 104 at CR 85 in the Town of Hannibal, after the driver’s view appeared to be obstructed from large chunks of mud and dirt that were on her vehicle, including the rear window. Ms. Pritchard was issued tickets and released to a third party. She is scheduled to answer the charges before Town of Hannibal Court on 11/03/09.

On 10/15/09 at 6:11 p.m., Andrew L. Anderson, 26, of 861 CR 45, Central Square, NY, was arrested for Kidnapping, Second Degree, a class B felony; Menacing, Second Degree, a class A misdemeanor; and Criminal Possession of a Weapon, Fourth Degree, a class A misdemeanor, stemming from a domestic incident that occurred in the Village of Mexico, during which he was accused of jumping into a victim’s vehicle, threatening the victim with a knife while ordering her to drive to his house, refusing to let her exit the vehicle. Mr. Anderson was arraigned before the Hon. James Gracey, Town of Mexico Court, and remanded to the Oswego County Correctional Facility in lieu of $5,000 cash bail or $1,000 bail bond. He is scheduled to return to court on 11/03/09.

On 10/15/09 at 6:41 p.m., Amy M. Rellos, 32, of 464 W. Fourth St., Fulton, NY, was charged with Speed in Zone and Aggravated Unlicensed Operation, Second Degree (7 suspensions 2 on 08/26/09 in the Town of Wolcott, 2 on 05/27/09 in the Town of Oswego, 2 on 04/16/08 in the Town of Clay, and 1 on 11/20/08 in the Town of Volney), following a traffic stop that occurred on CR 46 in the Town of Granby. Ms. Rellos was arraigned before the Hon. Edwin Winkworth, Town of Granby Court, and released on her own recognizance. She is scheduled to reappear in court on 10/26/09.

On 10/16/09 at 12:09 a.m., Brandon L. Wickham, 29, of 127 Woodspath Road, Liverpool, NY, was arrested for Driving While Intoxicated, Driving With .08 of One Percent or More of Alcohol, and Speed Over the State Speed Limit of 55, stemming from a traffic stop on SR 481 in the Town of Scriba. Mr. Wickham was issued tickets and is scheduled to answer the charges before Town of Scriba Court on 10/29/09.

On 10/13/09 at 11:29 p.m., Brittany E. Anthony, 19, of 15 Volney Street, Phoenix, NY was arrested for Leaving the Scene of a Property Damage Accident, Aggravated Unlicensed Operation of a MV, 3rd degree,(suspended license for pending prosecution on 07/27/09, and a suspension for failure to answer summons in Jefferson County on 03/03/09) and Failure to Keep Right following the investigation into a one vehicle mva on Oswego River Road in the Town of Schroeppel. Ms. Anthony was issued UTT’s, returnable to the Town of Schroeppel Court at a later date.

On 10/14/09 at approximately 9:41 p.m., Steven A. Watson, 45, of 30 Hillside Ave., Oswego, NY was arrested for Aggravated Unlicensed Operation of a MV, 3rd degree and Inadequate Muffler following a traffic stop on Utica Street in the City of Oswego. Mr. Watson was issued UTT’s, returnable to the City of Oswego Court on 11/5/09.

On 10/14/09 at 3:29 p.m., a 15 year old male residing in the Town of Mexico was arrested based on a warrant issued by Oswego County Probation Department. He was arraigned by Hon. Kim Seager in Oswego County Family Court and transported to a secure detention facility in Syracuse.

On 10/13/09 at 3:20 p.m., Susanne M. Gugula, 22, of N. Auringer Rd. Bldg# 312, Constantia, NY was issued a Criminal Summons by the West Monroe Town Court charging her with Harassment, 2nd degree. Ms. Gugula is scheduled to appear in the West Monroe Town Court on 10/19/09.

On 10/13/09 at 7:48 p.m., Nathan G. Ralston, 23, of 6050 S. Main Street Apt #3, Sandy Creek, NY was arrested based on a bench warrant issued by the Town of Sandy Creek Court. Mr. Ralston was arraigned before the Hon. Judge Crast, Town of Sandy Creek Court and remanded to the Oswego County Correctional Facility.

Sheriff’s Office, 10/12/09

On 10/09/09, Richard E. Burdick, Jr. 45, of 790 French St., Parish, NY, was operating a vehicle westbound on SR 3 in the Town of Volney at 7:19 a.m. when he reportedly lost control ¼ of a mile west of SR 49 causing the car to strike a fence at 3239 SR 3 and go off into a ditch, where the vehicle was found unoccupied. Animal’s action appears to have been a contributing factor with Mr. Burdick reportedly swerving to avoid a deer. He was subsequently located and ticketed for Leaving the Scene of a Property Damage Accident.

On 10/09/09, Antionette N. Bantin, 34, of 51 Lock St., Apt. D. Phoenix, NY, was operating a 2000 Oldsmobile southbound on CR 57 in the Town of Schroeppel at 3:22 p.m. when she reportedly struck a deer, which had entered the roadway 500 feet south of Harris Drive. The impact caused her to go off the roadway and strike and damage a utility pole. Ms. Bantin was transported by ambulance to University Hospital in Syracuse.

On 10/09/09 at 9:49 p.m., Cheryl A. Barker, 52, of 1685 US Rt. 11, Lot 7, Hastings, NY, was charged with Aggravated Unlicensed Operation, Third Degree, and Crossed Hazardous Road Markings, following a traffic stop after she was observed crossing the hazardous markings in the road while driving southbound on US Rt. 11 in the Town of Mexico. Ms. Barker was released on tickets returnable to Town of Mexico Court on 10/27/09.

On 10/09/09 at 9:55 p.m., Walter C. Belden, 28, of 3839 Port St., Pulaski, NY, was arrested for Rape, First Degree, and two counts of Criminal Sexual Act, First Degree, both class B felonies; Sex Abuse, First Degree, a class D felony; and Endangering the Welfare of a Child, a class A misdemeanor. The charges stem from incidents that occurred at a Village of Pulaski residence during August, September, and October of 2009 when he allegedly subjected a female under the age of 11 to sexual contact, engaging in sexual intercourse and oral sexual conduct, all while the girl was reportedly blindfolded. Mr. Belden was arraigned before the Hon. Patricia Kerfien, Town of Volney Court, and remanded to the Oswego County Correctional Facility in lieu of $10,000 cash bail or $20,000 bail bond. He is scheduled to appear before Village of Pulaski Court on 10/14/09.

On 10/09/09 at 11:57 p.m., Shelley A. Turner, 44, of 29 Birch Lane, Oswego, NY, was arrested for Petit Larceny, a class A misdemeanor, after she allegedly stole two handbags and a pair of shoes from an acquaintance in a neighboring apartment. Ms. Turner was issued an appearance ticket and is scheduled to answer the charge before Town of Scriba Court on 10/22/09.

On 10/10/09 at 12:39 a.m., Randy M. Thomas, 50, of 2169 CR 12, Apt. 3, Central Square, NY, was arrested for Driving While Intoxicated, Driving With .08 of One Percent or More of Alcohol, and Unsafe Backing, following a traffic stop after he was observed backing into a fire hydrant on CR 12. Mr. Thomas was issued tickets and is scheduled to answer the charges before Village of Central Square Court on 10/21/09.

On 10/10/09 at 12:40 a.m., a Deputy responded to the complaint of a reckless driver in the Town of Granby. Unable to locate the vehicle, the Officer was dispatched to a City of Fulton address to investigate a complaint that a vehicle loaned to a friend had been involved in a motor vehicle accident on CR 85 in the Town of Granby. Further investigation found Joseph W. Perras, 30, of 30 Van Buren St., Fulton, NY, to be the driver of the vehicle described in both incidents. Mr. Perras, was reportedly found to be under the influence of alcohol and was subsequently charged with Driving While Intoxicated, Driving While Ability Impaired by Drugs, Unlicensed Operation, and Crossed Hazardous Road Markings. During the initial arrest he allegedly refused to be handcuffed and was charged with Resisting Arrest. Reportedly, Mr. Perras had been operating a 1999 Dodge westbound on CR 85 when he lost control causing the vehicle to go off the roadway and strike a utility pole. Mr. Perras is scheduled to answer the Resisting Arrest charge before Fulton City Court on 10/28/09. He is scheduled to answer the remaining charges before Town of Granby Court on 10/26/09.

On 10/10/09 at 7:31 p.m., James E. Bristol, 63, of 1603 Littlefield Road, Camden, NY, was arrested for Driving While Intoxicated, Driving With .08 of One Percent or More of Alcohol, and Leaving the Scene of a Property Damage Accident, following an investigation into a hit and run accident that occurred in the Town of Williamstown. Mr. Bristol was operating a 1998 Chevrolet pickup truck southbound on CR 30 at 7:00 p.m. when he reportedly struck a southbound horse-drawn buggy from behind. The buggy was driven by Katie D. Herchberger, 25, of 362 CR 30, Williamstown, NY, and occupied by another female passenger. The incident occurred 6/10 of a mile south of Miller Road. The right front of the truck reportedly struck the buggy’s left wheel causing the buggy to leave the roadway and strike a tree on the west side of the road. Mr. Bristol’s vehicle was found unoccupied at the intersection of CR 30 and SR 13. Mr. Bristol was located walking along SR 104. Mr. Bristol was issued tickets and released to a third party. He is scheduled to appear before Town of Williamstown Court on 10/20/09.

On 10/10/09 at 8:20 p.m., Stephen T. Lopitz, 57, of 2138 CR 26, Parish, NY, was arrested based on a warrant charging him with Violation of Probation (Burglary, Third Degree) after he was detained by a member of the Fulton Police Department. Mr. Lopitz was transported to the Oswego County Correctional Facility without bail pending a court appearance in Oswego County Court on 10/13/09.

On 10/8/09 at 3:46 a.m., Donald J. Sharra, 31, of 162 North Division St., Auburn, NY was arrested for Aggravated Unlicensed Operation of a MV, 3rd degree, Operating a MV w/o Inspect Certificate and Speed Exceeding 55 mph following a traffic stop on SR 69 in the Town of Parish. Mr. Sharra was issued UTT’s, returnable to the Town of Parish on 11/10/09.

On 10/8/09 at 11:30 p.m., Richard R. Blankshain, 42, of 68 Little Pond Rd., Williamstown, NY was arrested on a bench warrant issued by the Town of Sandy Creek charging him with DWI, Leaving the Scene of a Property Damage Accident and No License. Mr. Blankshain was arraigned in the Town of Sandy Creek Court and released.

On 10/9/09, Tyler D. Schremp, 25, of 788 SR 48, Fulton, NY was arrested at 12:18 a.m. for Aggravated Unlicensed Operation of a MV, Third Degree ( Failure to answer summons on 3/14/09) and No Plate Lamp following a traffic stop on US Rt. 11 in the Town of Hastings. Mr. Schremp was issued UTT’s, returnable to the T/O Hastings Court on 10/26/09.

On 10/9/09 at 2:00 a.m., Tina L. Lonas, 33, of SR 48 Bldg# 77 Apt # 25, Phoenix, NY was arrested for Aggravated Unlicensed Operation of a MV, Third Degree (suspended for failure to pay driver responsibility on 8/6/09) following a traffic stop on SR 481 in the City of Fulton. Ms. Lonas was issued UTT’s, returnable to the C/O Fulton Court on 10/21/09.

On 10/9/09, Alicia M. English, 23, of 427 Silk Road Lot 18, Fulton, NY was arrested at 12:52 a.m. for Aggravated Unlicensed Operation of a MV, Second Degree ( failure to appear in T/O Granby on 7/8/09, in the T/O Salina on 7/5/09 and T/O Schroeppel on 6/11/09) and Sub-Standard Lights following a traffic stop on SR 48 in the Town of Granby. Ms. English was issued UTT’s, returnable to the T/O Granby Court on 10/26/09.

On 10/7/09 at 8:45 a.m., a 17 year old male residing in the Town of Martville was charged with Unlawful Possession of Marihuana, a violation following the investigation into an incident in which he was found to be in possession on the Hannibal High School grounds in the Village of Hannibal. He was issued an appearance ticket, returnable to the Town of Hannibal Court on 10/27/09.

On 10/7/09 at 2:15 p.m., Joshua J. Douglas, 21, of 221 Cole Rd., Mexico, NY was arrested in the Town of Parish on an Oswego County Family Court warrant. Mr. Douglas was arraigned in Family Court and ROR’d with a return date of 11/10/09.

On 10/7/09 at 6:12 p.m., Kevin A. Kasten, 36, of 17 Mill St., Orwell, NY was arrested in the Town of Richland based on an arrest warrant issued by the Common Wealth Court of the County of Montgomery in the State of Pennsylvania charging him with Terroristic Threats, Harassment Follow in a Public Place and Simple Assault. Mr. Kasten was arraigned in the Village of Pulaski and remanded to the Oswego County Correctional Facility without bail waiting extradition to Pennsylvania.

Sheriff’s Office: 10/7/09

On 10/7/09 at 12:30 a.m., Jeffrey B. Burns, 48, of 195 Craw Rd., Mexico, NY was arrested for Criminal Mischief, Fourth Degree, a class A misdemeanor following a harassment complaint made by a Town of Palermo resident in which he is accused of allegedly burning the resident’s clothing. Mr. Burns was released on an appearance ticket, returnable to the Town of Palermo Court on 10/25/09.

Sheriff’s Office: 10/6/09

On 10/2/09 at 3:10 p.m., Joshua D. Stearns, 20, of 1228 CR 1, Oswego, NY was operating a 2000 Oldsmobile reportedly stopped in front of 1228 CR 1 to make a left hand turn into a private driveway, when he was rear ended by a 2005 West tractor trailer being driven by Kyle J. Trumble, 22, of 564 Harvester Mill Rd., Redfield, NY and registered to Great Lakes Veneer of Oswego, NY which caused Mr. Stearns vehicle to veer south off of CR 1 and strike two mailboxes. Mr. Trumble was ticketed for Speed Not Reasonable and Prudent.

On 10/3/09 at 12:20 p.m., Daniel G. Clark, 23, and Vanessa L. Clark, 23, of East 8th Street, Bldg# 177, Oswego, NY were arrested on four counts of Petit Larceny, a class A misdemeanor following the investigation into gas drive offs at a Town of Scriba business during the month of August 2009. Mr. and Ms. Clark were released on appearance tickets, returnable to the Town of Scriba Court on 10/8/09.

On 10/3/09 at 2:15 p.m., Thomas R. Covino, 57, of 49 Halsey Rd., Pulaski, NY was arrested for Suspended Registration (on 5/21/09 due to insurance lapse), a misdemeanor following a traffic stop on SR 13 in the Town of Richland after the LPR unit alerted. Mr. Covino was issued a UTT, returnable to the T/O Richland Court on 10/19/09.

On 10/3/09 at 9:15 p.m., Bernard J. Reschke, 25, of 158 Halsey Rd., Mexico, NY was arrested for Suspended Registration (for insurance lapse on 9/2/09)), a misdemeanor following a traffic stop on Main St. in the Village of Mexico after the LPR unit alerted. Mr. Reschke was issued a UTT, returnable to the T/O Mexico Court on 10/20/09.

On 10/5/09, Stanley E. DeGroff IV, 18, of 745 County Route 21, Hannibal, NY was arrested at 3:20 p.m. for Falsely Reporting an Incident, Third Degree and False Written Statement, both class a misdemeanors stemming from the investigation into an incident which reportedly took place on 9/30/09 at a Town of Hannibal residence. Mr. DeGroff IV was released on appearance tickets, returnable to the T/O Hannibal Court on 10/20/09.

Crash Claims Life Of Altmar Woman

At about 3:37 a.m. today (April 24), members of the Oswego County Sheriff’s Office, NOCA Ambulance, Altmar Fire Department and Williamstown Fire Department responded to State Route 13 in the town of Albion, near Austin Road, for a single-car motor vehicle crash. The driver reportedly died at the scene.
