In July, 1984, two mysteries began.  In Western New York, a teenaged girl walked out of her home after a late-night argument.  She was never seen again.  And near Oswego Harbor, a fisherman found a headless torso floating in the water.

It took 28 years — and the development of DNA technology — to solve those two mysteries and begin the search to solve the third: Who killed Nancy Scamurra?

The Oswego County Legislature appointed Jiancheng Huang as the new public health director for the Oswego County Health Department during its July meeting. Huang has several years of experience working as the director of the Maine Immunization Program for the Maine Centers for Disease Control. A Harvard graduate with a master’s degree in public health, Huang is a published practitioner.

The headless torso found in Lake Ontario in July 1984 has been identified. Authorities said today (July 20) it is that of a missing Amherst teen-ager. DNA testing has now confirmed that the body recovered in the lake is that of Nancy Jo Scamurra.

Police say he forced his way into a building and stole money. And, he allegedly set fire to a vehicle later.
