OSWEGO – The City of Oswego and much of the northeastern United States is experience heavy smoke from Canadian wildfires and the potential negative impact on the health and safety of all individuals and animals is imminent and represents a clear and present danger until such time as these atmospheric conditions are ameliorated.
Some groups have sought and received permission from the City of Oswego Common Council to hold events in our parks through the proper request for use of public space. One such example is the Oswego County Federal Credit Union, who hosts Movies in the Park night in Washington Square Park. This event is scheduled for July 15, 2026, with a rain date of July 16th. However, the forecast for the next 2 days indicates that the smoke conditions will worsen before they improve, making a public event to be held in the City of Oswego on July 15-16, 2026, a potential health hazard. The solution is to extent the use of public space to accommodate this public event, and others like it, for one week without further action being taken by the Common Council.
At the request of the Common Council, I have been asked to issue this Executive Order extending the use of public space for any public events that have been cancelled for July 15 or July 16 and allow these events to be rescheduled for a later date on notice to the Economic Development Office without further approval by the Common Council. Nothing shall prohibit anyone that has been granted the use of public space from holding their event as scheduled.
By the full power and administrative authority vested in the Mayor by the City Charter, I hereby extend the use of public space for any events that have been cancelled on July 15-16, 2026, due to atmospheric conditions making outside activities during that time potentially injurious to public health and safety.
This Executive Order shall take effect immediately.
By Order of the Mayor of the City of Oswego in accordance with Article IV, Section C4-00 of the Charter of the City of Oswego, as set forth in the Code of the City of Oswego, New York.
Dated: July 15, 2026
