Annual Brochure for Nuclear Power Emergency Planning Now Available

OSWEGO COUNTY – The2025-2026 Emergency Planning for the Nine Mile Point and James A. FitzPatrick Clean Energy Centers” brochure is now available for people who live in the 10-mile Emergency Planning Zone (EPZ). The public information brochure is published by Constellation Energy for neighbors of the Nine Mile Point Nuclear Power Station and James A. FitzPatrick Nuclear Power Plant.

“This important brochure provides information and resources for people who live and work within 10 miles of the nuclear power plants,” said Cathleen Palmitesso, director of the Oswego County Emergency Management Office. “It should be easily accessible during a radiological emergency – bookmarked or downloaded as a file onto an electronic device or as a printed copy.”

Constellation Energy mailed a postcard to residents within the 10-mile EPZ announcing the availability of the brochure. “If you live in the Emergency Planning Zone and don’t believe you received a postcard, you may call Emergency Management, and we will mail one,” Palmitesso said.

The postcard includes a form for people with special access and functional needs to identify what assistance they may need during a nuclear power plant emergency. Palmitesso urged people who may need help during an emergency to return the card.

“If you know someone who may need special assistance during an evacuation, please return the form on their behalf,” she said. “This information will help us plan ahead for transportation and other needs.”

People who would prefer not to list their information on a postcard may call the Oswego County Emergency Management Office at 315-591-9150.

Palmitesso also noted that potassium iodide (KI) tablets for people who live within the 10-mile Emergency Planning Zone are available at the Oswego County Emergency Management Office, 200 N. Second St., Fulton, 315-591-9150, and at the Oswego County Health Department, 72 Bunner St., Oswego, 315-349-3573.

“In the event of a radiological emergency at the Nine Mile Point Nuclear Site, radioactive materials could be released into the atmosphere,” Palmitesso said. “Potassium iodide is an over-the-counter mineral salt that helps protect the thyroid gland by blocking the absorption of radioactive iodine.” She urged residents to call ahead and schedule a time to pick up the tablets.

The public information brochure also includes details about routine testing of the power plants’ siren system that is used for emergency public notification. Testing in 2026 includes full-sound tests scheduled at 1 p.m. on Tuesday, June 2 and Tuesday, Dec. 1. Short audible (“growl”) tests will be held on the first Tuesday of the other months in the year.

If the sirens sound for a radiological emergency, people should turn to an Oswego County Emergency Alert System (EAS) radio or television station for information. A complete list of EAS stations is identified in the public information brochure. Emergency information will also be posted at www.oswegocountyny.gov.

The brochure also includes:

  • A map of bus pick-up points and evacuation routes for Emergency Response Planning Areas (ERPAs) within the Emergency Planning Zone (EPZ)
  • Instructions for people with access and functional needs
  • Instructions for people in schools, hospitals and adult-care facilities
  • Information about Certified Service Animals and pets
  • Protective actions that people could be asked to take during a radiological emergency
  • The location of the reception center at the New York State Fairgrounds in Syracuse.

A new tool, “Know Your ERPA,” is available on Oswego County’s Emergency Management Office website,www.oswegocountyny.gov/emo , under “Nuclear Preparedness” in the left-side menu. The tool allows people who live or work within the 10-mile Emergency Planning Zone to type in their address and find out which Emergency Response Planning Area (ERPA) they are located in.
