OSWEGO COUNTY – The National Association of Counties (NACo) announced its appointment of Oswego County Clerk Terry Wilbur to a one-year term as chair of the group’s Rural Action Caucus (RAC). He was also named as vice chair of its Agriculture and Rural Affairs Steering Committee and Membership Standing Committee.
“I’m pleased to announce Oswego County Clerk Wilbur’s leadership appointments within our national organization,” said NACo President J.D. Clark. “Our greatest strength lies in the engagement of our members and he has demonstrated unwavering commitment and exemplary dedication to NACo over the years. Terry’s active participation and leadership skills are vital to ensuring that we remain a united voice for America’s counties.”
Oswego County Clerk Terry Wilbur said he is honored to be appointed chairman of NACo’s Rural Action Caucus, adding, “Having been a member of the caucus for many years and serving as a past vice chair, I know first-hand the importance of this organization and the positive impact it can have for rural communities like Oswego County.”
Wilbur continued, “There is much work to be done to address issues that affect communities outside the larger urban construct; communities millions of us call ‘home.’ That’s our top priority and I’ve been working with NACo staff to ensure that we continue to help these rural counties across our great country flourish – today, tomorrow and beyond.”
Some of the issues he is focused on include: the Farm Bill; safeguarding public health and access; finding ways to improve connectivity, transportation and infrastructure in the countryside; and preserving rural identities while promoting livability.
Nearly two-thirds of the nation’s 3,069 counties are designated as rural. County elected officials from these areas are dedicated to solving many critical issues impacting rural life and development. These include infrastructure, broadband, health clinics and hospitals, road and bridge construction and maintenance, business opportunities and more county responsibilities.
Wilbur has been active in NACo for many years, having previously served as chair of the organization’s Agriculture and Rural Affairs Steering Committee where he played a pivotal role in guiding the organization’s policy to support both America’s producers and rural communities. He also served as vice chair of NACo’s Membership Standing Committee and Rural Action Caucus; and was a member of the group’s Programs and Services Standing Committee and the Environment, Energy and Land Use Policy Steering Committee.
A life-long resident of Oswego County, Wilbur has served as County Clerk since 2022. Prior to that, he was a County Legislator for 12 years; becoming the youngest legislator elected in Oswego County at the start of his first term in 2010. He lives in Hannibal, N.Y. with his family.
Created in 1997, NACo’s Rural Action Caucus is the voice for America’s rural counties before Congress. It is made up of elected officials, county executives and board members who meet several times throughout the year. It fosters peer-to-peer knowledge sharing and equips members with the tools needed to tackle critical issues impacting rural communities.
