OSWEGO COUNTY – According to the Oswego County Health Department, as of 3 p.m. today, there have been three additional cases of novel coronavirus (COVID-19) since yesterday.
The cumulative reported number is 211 cases across the county and of those, 195 have recovered and four have died.
Oswego County Legislature Chairman James Weatherup posted a video briefing today discussing Governor Andrew Cuomo’s recent travel advisory.
Cuomo has partnered with New Jersey and Connecticut to create a joint travel advisory for individuals traveling from states with significant community spread of COVID-19, requiring a quarantine for 14 days when visiting their states.
This applies to those visiting from the states on the list and to New Yorkers returning from visiting the states on the list.
“The joint travel advisory applies to anyone returning from states that have a significant degree of community spread of COVID-19,” Weatherup said. “There are now 19 states on the list, but this list will be updated weekly and will depend on what is happening in other areas of the country.”
He advises residents to keep an eye on the list when planning to travel.

Oswego County Health Department Senior Public Health Educator Diane Oldenburg also gave tips to stay cool during the current heat advisory.
- Choose light weight, light colored and loose-fitting clothing, stay cool indoors, stay in air-conditioned places as much as possible.
- When temperatures reach the 90s, fans may not help to cool you. Take a dip in the pool, take a cool shower or bath, or move to an air conditioned place is a much better way to cool off.
- Schedule outdoor activities carefully. Try to limit your outdoor activities to when it’s coolest, like morning and evening hours. Pace yourself. Cut down on outdoor work or exercise during the heat.
- Do not leave children in cars. Cars can quickly heat up to dangerous temperatures, even with windows cracked open. Anyone left in a parked car is at risk. Children are especially at risk of getting heat stroke or dying. Pets are vulnerable as well and should not be left in cars.
- Avoid hot and heavy meals.
- Stay hydrated with plenty of fluids, especially water, regardless of how active you are.
- Avoid sugary drinks and alcoholic beverages.
- Provide plenty of fresh water for your pets and keep it in a shady area.
- Check on friends and neighbors.

Oswego County: (as of 3 p.m.) Note, the total number of positive cases is cumulative and the number of recoveries and deaths are of those numbers.
- Total # of active cases: 12 (yesterday: 13)
- Total # of positive cases: 211 (yesterday: 208)
- Total recoveries: 195 (yesterday: 191)
- Total # of deaths: 4 (no change from yesterday)
- Total # people tested: 17,754 (yesterday: 17,179)
- Total # of negative results: 17,366 (yesterday: 16,796)
- Total # of people in mandatory isolation/quarantine: 59 (yesterday: 63)
- Total # of positive antibody tests: 52 (as of July 2)
- Total # of negative antibody tests: 2,273 (as of July 2)
The county has stopped releasing data for pending results, number of people in precautionary quarantine and total number completed/released from monitoring. Data will not be released on Sundays. Antibody test results are released once a week.
All known contacts of COVID-19 positive patients are being notified. In the event that a known case had public exposure when they were contagious, such as someone who worked in a restaurant, the county health department would alert citizens through the news media and social media.

COVID-19 has been identified in the cities of Fulton and Oswego and the towns of Boylston, Constantia, Granby, Hannibal, Hastings, Mexico, Minetto, New Haven, Orwell, Oswego, Palermo, Parish, Redfield, Richland, Sandy Creek, Schroeppel, Scriba, Volney, West Monroe and Williamstown.
The county does not release the town/city of individual cases. If there has been a new case and a new area has not been added, that means it is in an area that has already been affected before. Once an area is added it is not removed from the list because the county does not say when a town/city no longer has a case.
County Updates:
- A message from the City of Oswego: Due to dry conditions and prolonged heat, the water distribution system is under heavy demand. Please start conserving water immediately and through the rest of the week. Use lawn sprinklers only in the evening. Thank you for your anticipated cooperation.
- The county asks residents to respond to the 2020 census. Weatherup said as of July 1, only 58% of the county has responded so far. Accurate census data is important for county services, impacting the amount of money received for health clinics, highways, fire departments, disaster response, education programs, college tuition assistance, etc. The results of the census will also impact the number of seats in Congress and political representation of all levels of government. - The next rabies clinic will be held Wednesday, July 15 at the Hannibal Town Highway Garage. Appointments are required. To make an appointment, call 315-349-3557 on weekdays. Face coverings and maintaining social distance will be mandatory.
