COVID-19 Statistics Update, June 1, 2020

OSWEGO COUNTY – According to the Oswego County Health Department, as of 3 p.m. today, there has been one additional case of novel coronavirus (COVID-19) since Saturday, May 30. The cumulative reported number is 105 cases across the county and of those, 83 have recovered and three have died.

Oswego County Legislature Chairman James Weatherup briefed the public today in a YouTube video where he addressed the current climate across the nation following the death of George Floyd in Minnesota.

“For some of us, the COVID-19 pandemic has been a significant inconvenience; for others, it has been a life altering disaster,” Weatherup said. “Some of the frustrations built up have caused people to react to other events in our country in ways that have gone beyond what otherwise might be considered a typical and productive response. The George Floyd incident in Minnesota, while undeniably inappropriate, shameful and heart-breaking, has been used as an excuse by anarchists, rioters, looters and thieves to cause physical and financial harm to unrelated private citizens and businesses. Freedom of speech is a protected right in America and one that we’ll always cherish and support. Arson, looting and rioting are not protected actions, and people committing these activities should be properly dealt with. Having said that, I was pleased and not at all surprised that yesterday’s rally in Oswego was peaceful and uneventful, yet another demonstration to the world that we are a community that is built around people – one that understands civility and one that supports our individual rights to peacefully enjoy all that is good about being an American.”

Weatherup also spoke about Phase Two of the reopening process and encouraged the public to support the county’s small businesses as they begin to reopen and prepare to reopen. Some restaurants are able to provide outdoor seating for customers to sit and eat their take out and retail stores and professional services are beginning to open with industry specific guidelines to follow.

Weatherup said the county also has begun the process of bringing its employees back to the county facilities. Face masks are still required in public when social distancing is not possible and social gatherings must be limited to 10 people or less.

Other announcements:

  • The Office for the Aging will hold a drive-thru distribution of free face masks for people 60 or older – Wednesday, June 3 from 9 a.m. to noon at the Amboy Town Hall (822 NY State Route 69 in Williamstown.)
  • Beginning Thursday, June 4, county video announcements will be on Tuesdays and Thursdays instead of Mondays, Wednesdays and Fridays. The COVID-19 numbers will not be released on Sundays.
  • The county’s health department COVID-19 Hotline (315-349-3330) is not open on Sundays.

Oswego County: (as of 3 p.m.) Note, the total number of positive cases is cumulative and the number of recoveries and deaths are of those numbers.

  • Total # of active cases: 19 (May 30: 20)
  • Total # of positive cases: 105 (May 30: 104)
  • Total recoveries: 83 (May 30: 81)
  • Total # of deaths: 3 (no change since yesterday)
  • Total # people tested: 6,790 (May 30: 6,241)
  • Total # of negative results: 6,579 (May 30: 6,034)
  • Total # of people in mandatory isolation/quarantine: 54 (May 30: 72)
  • Unacast social distancing score (as of May 29): D-

Diane Oldenburg with the Oswego County Health Department said the county has found 23 positive antibody test results and 1,035 negative antibody test results (as of May 27). Antibody test results will be released once a week.

Note, Oswego County did not release data May 24, May 25 or May 31. It has stopped releasing data for pending results, number of people in precautionary quarantine and total number completed/released from monitoring. Data will not be released on Sundays.

All known contacts of COVID-19 positive patients are being notified. In the event that a known case had public exposure when they were contagious, such as someone who worked in a restaurant, the county health department would alert citizens through the news media and social media.

COVID-19 has been identified in the cities of Fulton and Oswego and the towns of Boylston, Constantia, Granby, Hastings, Mexico, Minetto, New Haven, Orwell, Oswego, Palermo, Redfield, Richland, Sandy Creek, Schroeppel, Scriba, Volney, West Monroe and Williamstown.

The county does not release the town/city of individual cases. If there has been a new case and a new area has not been added, that means it is in an area that has already been affected before. Once an area is added it is not removed from the list because the county does not say when a town/city no longer has a case.

Other updates from the state include:

  • Long Island, Capital Region, Western New York and Mid-Hudson Valley Regions have met all seven metrics required to begin phase one of the state’s regional phased reopening plan; Central New York, Finger Lakes, Mohawk Valley, North Country and Southern Tier can enter phase two.
  • Governor Cuomo announced the implementation of a new early warning dashboard to monitor and review how the virus is being contained on an ongoing basis.

  • The $100M New York Forward Loan Fund will provide loans to small businesses, focusing on minority and women owned small businesses, that did not receive federal COVID-19 assistance.
  • The New York State sales tax filing deadline has been extended to June 22, 2020.
  • Governor Cuomo issued executive orders 202.17 and 202.18 requiring all people in New York to wear masks or face coverings in public, including when taking public or private transportation or riding in for-hire vehicles.
  • New Yorkers without health insurance can apply through NY State of Health through June 15, 2020; must apply within 60 days of losing coverage.
  • Health care workers can text NYFRONTLINE to 741-741 to access 24/7 emotional support services.
  • New Yorkers can call the COVID-19 Emotional Support Hotline at 1-844-863-9314 for mental health counseling.
  • Testing is free for all eligible New Yorkers as ordered by a health care provider.
