COVID-19 Statistics Update, June 18, 2020

Diane Oldenburg discusses the health department's investigation into a cluster of COVID-19 cases.

OSWEGO COUNTY – According to the Oswego County Health Department, as of 3 p.m. today, there have been 22 additional cases of novel coronavirus (COVID-19) since yesterday. The cumulative reported number is 161 cases across the county and of those, 117 have recovered and three have died.

Oswego County Legislature Chairman James Weatherup and Oswego County Health Department Senior Public Health Educator Diane Oldenburg briefed the public today with an update on the recent investigation of a COVID-19 cluster at the Champlain Valley Specialty of NY, Inc., a food processing facility in the Town of Oswego, which Governor Andrew Cuomo mentioned today in his daily briefing.

“You see an increase in the numbers, you trace the increase,” Cuomo said in the briefing. “Does it lead anywhere? Were they at the same party? Are they at the same employer? Were they at the same protest? In Oswego, they were working in the same plant. Get to that plant, address it. But other than that, all the numbers have been good.”

Cuomo said in his briefing today that there have been a total of about 34 positive cases at the plant.

“Governor Cuomo mentioned the COVID-19 cluster at the Champlain Valley Specialty’s apple plant and how that is linked to a higher positive rate in Central New York,” Weatherup said. “So far, there are 29 employees who have tested positive who live in Oswego County.”

Oldenburg said there are other employees who have tested positive and live in Onondaga County and Wayne County. On Tuesday and Wednesday there were five more COVID-19 testing clinics in Oswego County, testing over 400 people in Fulton and Oswego.

Weatherup said the county became aware of the situation during an investigation into positive cases. He said patients were traced, more people were tested and the county has been taking proactive measures to contain the cluster.

“I want to assure you that the health department takes its responsibility very seriously,” Weatherup said. “This is a time-consuming process and usually it takes a few days for the health department to receive the test results.”

He said positive cases are traced and tracked and affected patients and contacts are put in isolation or quarantine. He said it can be expected for the positive case numbers to increase within the next few days.

Weatherup said since community transmission is still happening in Oswego County, it is important for residents to continue wearing face masks and social distancing. He asks the community to continue these practices so Phase Four will be able to occur soon to allow for more businesses to reopen.

Oswego County: (as of 3 p.m.) Note, the total number of positive cases is cumulative and the number of recoveries and deaths are of those numbers.

  • Total # of active cases: 41 (yesterday: 22)
  • Total # of positive cases: 161 (yesterday: 139)
  • Total recoveries: 117 (yesterday: 114)
  • Total # of deaths: 3 (no change since yesterday)
  • Total # people tested: 12,461(yesterday: 12,275)
  • Total # of negative results: 12,142 (yesterday: 11,962)
  • Total # of people in mandatory isolation/quarantine: 108 (yesterday: 81)
  • Total # of positive antibody tests: 45 (as of June 18)
  • Total # of negative antibody tests: 1,974 (as of June 18)

The county has stopped releasing data for pending results, number of people in precautionary quarantine and total number completed/released from monitoring. Data will not be released on Sundays. Antibody test results are released once a week.

All known contacts of COVID-19 positive patients are being notified. In the event that a known case had public exposure when they were contagious, such as someone who worked in a restaurant, the county health department would alert citizens through the news media and social media.

COVID-19 has been identified in the cities of Fulton and Oswego and the towns of Boylston, Constantia, Granby, Hannibal, Hastings, Mexico, Minetto, New Haven, Orwell, Oswego, Palermo, Parish, Redfield, Richland, Sandy Creek, Schroeppel, Scriba, Volney, West Monroe and Williamstown.

The county does not release the town/city of individual cases. If there has been a new case and a new area has not been added, that means it is in an area that has already been affected before. Once an area is added it is not removed from the list because the county does not say when a town/city no longer has a case.

Other updates from the state include:

  • New York City is on track to enter phase two of the state’s regional phased reopening plan; Long Island and Mid-Hudson Valley are on track to enter phase three; the Capital Region, Western New York, Central New York, Finger Lakes, Mohawk Valley, North Country, and Southern Tier are in phase three.
  • Governor Cuomo signs an Executive order stating that businesses violating the reopening guidelines could result in immediate loss of their liquor license and a shut down order; the area immediately outside their locations are also the responsibility of the business.
  • Governor Cuomo signs legislation prohibiting health care employers from penalizing employees for making complaints of employer violations.
  • Governor Cuomo announced gatherings of up to 25 people will be allowed in phase three.
  • Guidance for colleges and universities to allow some in person instruction and on-campus housing for the fall is coming soon.
  • Hospitals and group homes will be allowed to accept visitors at their discretion, while following state guidelines including time-limited visits and requiring visitors to wear PPE and be subject to symptom and temperature checks.
  • Governor Cuomo announced the implementation of a new early warning dashboard to monitor and review how the virus is being contained on an ongoing basis.
  • The $100M New York Forward Loan Fund will provide loans to small businesses, focusing on minority and women owned small businesses, that did not receive federal COVID-19 assistance.
  • The New York State sales tax filing deadline has been extended to June 22, 2020.
  • Governor Cuomo issued executive orders 202.17 and 202.18 requiring all people in New York to wear masks or face coverings in public, including when taking public or private transportation or riding in for-hire vehicles.
  • Health care workers can text NYFRONTLINE to 741-741 to access 24/7 emotional support services.
  • New Yorkers can call the COVID-19 Emotional Support Hotline at 1-844-863-9314 for mental health counseling.
  • Testing is free for all eligible New Yorkers as ordered by a health care provider.
