CDA Secures $450K Grant For HOME Program

FULTON, NY – Through the efforts of the Fulton Community Development Agency, more than two dozen families in the city of Fulton will receive assistance for home repairs.

The CDA recently learned that it’s grant application for HOME program funding was successful. According to CDA executive director Joseph Fiumara, the city was awarded $450,000 in this year’s grant cycle through the New York State Division of Housing and Community Renewal.

“Funding through this program addresses housing rehabilitation needs for owner-occupied residences within the city of Fulton,” Fiumara said.

Fiumara said that the city submitted its application in February. It was notified of its success in those efforts this week.

“We are very pleased that we will be able to continue our efforts in neighborhood revitalization,” Fiumara said. “What is unique about this program is that it allows us to go into otherwise stable neighborhoods and help a resident with those needs.”

Fiumara said that the money will be able to help approximately 25 families over the next two years.

“We expect to spend an average of $17,500 per unit with an amount not to exceed $25,000,” Fiumara explained. “All participating homeowners pay a portion of the projects based on their income.”

Participation in the HOME program is based on income eligibility. Fiumara pointed out that projects are reviewed to determine if they are covered under the program within three categories that address weatherization, safety or health.

“That covers a multitude of needs for things like roofs, energy efficient windows, electrical work, HVAC or plumbing,” Fiumara said.

To date, he said 107 families are on the waiting list for the HOME Program. On average, Fiumara said that the CDA applies for funding every two years.

“We have been very successful in getting HOME funds when we need them,” he said.

Fulton Mayor Ronald Woodward said that he was very pleased to learn of the CDA’s successful application.

“This is a very good program,” Woodward said. “It will help a lot of people in our city. … It is one of several very positive things that we have going on in Fulton.”

Fiumara said that the HOME Program started in 1991.

“It has been very successful,” he said. “We have received over $4 million in funding for this program since 1991.”

He estimates that the money has helped approximately 160 families throughout the city.
