FULTON – The City of Fulton is reminding residents of its 2026 Yard Waste Policy and reinforcing regulations regarding the proper disposal of yard waste materials.
The City wishes to make clear that yard waste placed in or mixed with household garbage will not be collected as part of regular garbage pickup. Residents found in violation of this policy may be subject to enforcement action for improper solid waste practices, including potential fines.
This policy is in place to ensure compliance with New York State Solid Waste regulations and operational requirements at the Oswego County Energy Recovery Facility. The facility follows strict standard operating procedures for the receiving and handling of municipal waste and does not permit the disposal of compostable materials such as grass clippings, leaves, tree limbs, stumps, and other yard waste mixed with regular household garbage.
Under these regulations, yard waste is classified as “non-processible waste” and cannot be incinerated due to legal, technical, and environmental limitations. If the City of Fulton delivers co-mingled waste containing yard debris, the City may face violations and could be refused access to dump or deposit solid waste at the facility.
Residents are reminded that the City’s scheduled curbside yard waste pickup concluded on June 15, 2026, and will resume on September 15, 2026.
In the interim, City residents may dispose of yard waste free of charge at the Department of Public Works Garage, located at 17 Edgarton Drive. This drop-off location is secure, monitored, and available 24 hours a day, 7 days a week for City of Fulton residents. This service is not available to general contractors or commercial haulers.
