FULTON – On Sunday, October 30, 2022 at 5:45 p.m., the Fulton Fire Department was dispatched to 704 Highland St. for a structure fire with residents still inside.

Upon arrival at 5:47 p.m., “B” Crew Acting Duty Officer Lt. Steve Dexter reported a two story wood frame residential building fire and requested a second alarm along with two Menter Ambulances to the scene for evaluation of the building’s four occupants.

Fulton’s second alarm recalls all off-duty firefighters to report to the scene, assigns Volney Vol. Fire Corp to Fulton East and Granby Center/Cody Vol. FD to Fulton West for coverage. The city of Oswego Fire Department responded with one chief and a fire engine to establish the Rapid Intervention Team.

The Rapid Intervention Team response is a mutual service between the city of Fulton and the city of Oswego. When either fire department is dispatched to structure fire, the mutual city is to provide an engine crew to standby as the safety team.

After the initial dispatch but prior to the arrival of the Fulton Fire Department, the four occupants of the building were alerted on the fire by an activation of a smoke detector. The occupants were unable to initially escape the building because their primary means of egress was blocked by the fire and their “second way out” was inoperable.

The entrapment within the structure was quickly remedied by helpful neighbors from 703 Highland and 706 Highland who pulled the occupants to safety through a front window.

All occupants were medically evaluated and released by Menter Ambulance personnel. The displaced occupants were offered Red Cross Services but refused because they were going to stay with family or friends.

In addition to the seven personnel that were on-duty at the time of the fire, the Fulton Fire Department had 19 “off-duty personnel” respond from home. The fire was deemed extinguished at 6:21 p.m. with all units back in service 9:27 p.m.

The Fulton Fire Department would like to thank the following agencies for their assistance: Fulton Police Dept., NY State Police, Oswego City Fire Dept., Menter Ambulance, Oswego County 911, Oswego County Fire Coordinator Office, Volney Vol. Fire Corp, Granby Center Fire Dept. Cody Fire Dept. and National Grid Gas& Electric
