Fulton Police Department Announce Recent Retirements Lt. Victor Kaufman, Sgt. Lucas Hollenbeck and Officer Rick Hahn

FULTON – The City of Fulton Police Department proudly announces the retirement of three esteemed members of the department: Lieutenant Victor Kaufman, Sergeant Lucas Hollenbeck and Officer Rick Hahn. Together, these officers represent nearly 60 years of combined service to the residents of the City of Fulton.

Lieutenant Victor Kaufman, Badge #7084, began his career 2006 and retired on January 23, 2025, following a distinguished 19-year career with the Fulton Police Department. Before joining the department, Lt. Kaufman served four years in the United States Army, bringing with him a deep sense of discipline and service. He not only attained the rank of Lieutenant in 2019 he was also a Bike Officer, Field Training Officer, Evidence Technician and Police Officer of the Year in 2008.

Over his nearly two decades in Fulton, Lt. Kaufman became known for his dedication, tenacity and strong mentorship of younger officers. His military and police service combined reflect an unwavering commitment to the safety and security of others.

“Lt. Kaufman served his country and this city with honor,” said Chief Curtis. “His leadership and integrity made our department stronger and more capable.”

Sgt. Lucas Hollenbeck, Badge #7046, began his service on 2005, and quickly rose through the ranks, becoming an Investigator in 2014 and a Sergeant in 2016. He retired as the commanding officer of the Criminal Investigations Division, where he led complex investigations and mentored junior officers. His career also included roles as a General Topics Instructor, Suicide Prevention Instructor, Field Training Officer, Evidence Technician, and Public Information Officer.

“His leadership and dedication to justice were hallmarks of his service,” said Chief Michael Curtis. “Sgt. Hollenbeck helped safeguard our community with integrity and courage.”

Officer Rick Hahn, Badge #7070, also began his career on 2005, and completed 20 years of service as a patrol officer. In addition to his front-line patrol work, Officer Hahn contributed as a General Topics Instructor, Field Training Officer, and Firearms Instructor. His work as a School Resource Officer was especially impactful, fostering positive relationships between youth and law enforcement.

“Officer Hahn brought strength and quiet professionalism to every role,” said Deputy Chief Christian Dempsey. “His legacy is felt in every officer he trained and every student he protected.”

Each of these officers answered the call to serve with dedication, professionalism, and compassion. Their careers have left a permanent mark on the department, the city, and the lives of those they served and protected.
