Legislator Castiglia Calls for Video Evidence Following Altercation at Tuesday’s Fulton Council Meeting

FULTON—On April 2nd, the Fulton Common Council Chamber became a yelling session. During a past Council meeting, Mayor Rice accused Legislator Frank Castiglia of creating a False Narrative. Mr Castiglia said, “I did not say that. I would like to see a video of that.”

 

After a search of Oswego County Today’s video archives from past meetings. I can only find Mr Castiglia and the Mayor’s Altercation on March 5th. Mr Castiglia made his point in a roundabout way, stating that The government is addicted to getting money. He feels adding the “Low-Income” Rental Units to Nestle’s Building 30 will not benefit the city. Adding “Look at Oswego, Look at Pulaski”

The first Video is from Tuesday, April 2nd’s Altercation, and the second is March 5th’s Altercation.

 

During the April 2nd video, The “Dust-Up” started after Mr. Castiglia suggested that the council FOIL for police records from Pulaski and Oswego to do a study of the impact the low-income properties had on those areas. Mayor Rice asked the council if they wanted to take up the task. None answered. At this point, Mr. Castiglia muttered, “It doesn’t surprise me.” Mayor Rice asked him to repeat what he said. At the end of the Video, Mr. Castiglia shouted at a person sitting behind him. “You want to take this outside?” he said. Police Chief Curtis reminded Mr Castiglia to be civil. These “Dust-Ups” are a regular event in the common council chambers, in most meetings this reporter has attended. The “Dust-Ups” are during Mr Castiglia’s comment sessions as a Legislator or resident.

I suggest the public watch these videos and make their judgments.

  1. take your pick ,low income housing or low income dumpsters, just go down to the colonial laundrymat dumpster any nite and youl understand what i mean. people gotta live somewhere,with landlords “off their rockers” these days ,those dumpsters r filling up quick.

  2. Observer raised a good point. People need more affordable housing in Fulton.Average rent is more than $1000.00 per month plus utilities! Who can afford that without subsidies!? More fortunate Fulton residents have single family houses but others don’t. Observer saw ppl hanging by the Colonial Laundry dumpsters. They probably are homeless. Today I saw a young man descending the river bank in front of city hall! That man may have been homeless. Not everyone on subdized rent creates chaos and live their entire life on rent subsidy. They use rent subsidy for a stepping stone to better housing and financial improvement.
    Most agree that we don’t want to live in chaotic neighborhoods. So, we set expectations and teach our neighbors how to conduct in an orderly manner. And, those that cannot conduct themselves likely will move. Accept that we need more subsidized housing in Fulton. Lets accept that riverbanks and dumpsters are not suitable homes.
    Please stop the grandstanding and carrying on at council meetings. It’s not necessary. It’s frightening to go to council meeting because a melee might start!! Finally, Jim Rice just recently got elected mayor. Jim ran for office because he cares.l about Fulton. Let’s give our new mayor a chance to do good things for Fulton.

  3. He is a real life hero. ALWAYS in the peoples interest and always the lonely down vote in our corrupt county legislature. We all need to support him. The fact that the council doesn’t even know what a FOIL request is, is grounds for reassignment. It’s embarrassing for them. ITS WRITTEN LAW. Thank you sir for being the only one voting for we the people and our rights

  4. It seems that Castiglia should be mayor. Especially given that the mayor lied about what Castiglia said regarding drugs.

  5. The man in these videos is absolutely correct no matter what you want to call it. Low-income housing brings a big burden with it. Almost always more bad than good. And…. the Mayor got his feelings hurt because he thought the man in the video called someone a druggy or drug user??? Good lord!

  6. lol half of fulton is low income housing just a step above projects, being masqueraded as average or above. no ones for it , being below average is life,not everyones wealthy or able to buy homes. u have to deal with that. considering its a dr project, low income citizens of fulton should b prioritized. and what will change ? they already live there, in most likely poor living conditions at their current overpriced rentals.

  7. but meanwhile, of course there is the questions that more aligne with mr castiglia’s discern. is this something that falls under the perameters of a d.r. project? is this in the best interest of the people for d.r. money spent? will it create a positive return? is the money ultametely better spent on another option? do the people of fulton really understand the situation ? do they care?

  8. Hope!!! Why is it that when ever Frank Castiglia stands up for the best interest of the people of either Fulton or the County, he is accused of “Grandstanding”. He doesn’t need to “Grandstand” everyone knows who he is and what he stands for.
