Mayor Reads 4 Proclamations; Announces Plans For Time Capsule Block Party

OSWEGO – The proclamations honored fallen members of the Oswego Fire Department, Oswego Player’s Inc., proclaimed May both Mental Health Awareness and National Treatment Court Month in the city of Oswego. Mayor Corradino gave his mayor a report announcing plans to restart a time capsule project started in 1985.

Mayor Robert Corradino shared during his mayor’s report that a time capsule was discovered in the basement of City Hall. The capsule was planted in 1985, and the council at the time decided that the capsule would be opened every ten years. The capsule was opened as planned every ten years, up until 2005. “By 2015, it was in the janitor’s closet,” said Corradino.

A committee was created to decide what to do with the capsule. It was agreed that a new capsule will be made by Oswego’s DPW to be displayed at city hall. On July 6th, there will be a ceremony at 6:30 PM, and a block party is planned on 1st Street for the burial.

The plan is to reopen the capsule again in 2048 to celebrate the bicentennial of the city of Oswego. The capsule was called a “mausoleum” and constructed with concrete. Mayor Corradino hopes to see everyone at the burial of this capsule and its digging up.

Corradino invited Fire Chief Paul Conzone and other members of the Oswego Fire Department as he read the proclamation. The proclamation emphasized remembering fallen firefighters who have died in the line of duty. The mayor encouraged the public to join federal buildings in lowering their American Flags to half-staff on May 4th, 2025. Fallen Firefighter Memorial weekend is coming up, and the mayor has invited the public to a ceremony he and council members will be attending. The ceremony will be held at Eastside Fire Station this Friday at 9 AM. The fire station is located at 35 E Cayuga St.

Oswego’s Player’s Club members took a photo with the mayor, while a member thanked the city for their support. She said that the group got together in 1920, and was a group started by members of Oswego High’s Drama club that wanted to continue to meet. She claimed that The Oswego’s Player is one of the longest-running volunteer community theaters running in the United States.

Corradino said that the theater had their first performance 86 years ago on April 27th, 1939. The first full-length play of the Oswego Players was “The Last Christopher Bean.” Corradino praised the club during his proclamation, saying he enjoyed watching them perform.

The 3rd proclamation read Corradino proclaiming May Mental Health Awareness Month. During the proclamation, Corradino hoped to reduce the stigma of mental health and honor professionals working within the mental health field.
Members of Oswego Health were present at the meeting. “Mental health is very real, you guys allowing us coming here to speak on it allows us to let people know that they aren’t alone,” said a member. Another member acknowledged that while there is less of a stigma around getting mental health treatment, there still is one. He hopes people will be encouraged to pursue treatment if needed.

The final proclamation regarded treatment courts. Corradino was invited to a graduation ceremony for offenders who have completed their diversionary drug treatment court program. A treatment court allows a nonviolent drug offender to avoid jail time by committing to lifestyle changes. This includes regular urine testing and taking part in rehabilitation programs. The court is more focused on people who may suffer from substance abuse disorder. During the proclamation, Corradino praised the success of the drug court and proclaimed May Treatment Court Month in Oswego. The mayor plans to read the proclamation at the graduation.

• 102 – Authorize Steve Eirksson to host the 1UP wrestling event Saturday, June 21st, 2025.
• 106 – Authorize bid submitted by Rombough Electric for miscellaneous electrical services.
• 107 – Approve Amusement license for Oswego Speedway for 2025 events.
• 108 – Budget amendment of $19,415 for code enforcement to purchase a new vehicle.
• 109 – Authorize City Chamberlain to advance funds no larger than $180,000 to purchase Cat 270 Skid Steer.
• 111- Authorize mayor to execute all documents needed for the continuation of the 1% sales and Compensating Use tax.
• 112 – Authorize mayor to execute amended MOU with Town of Scriba.
