OSWEGO, NY – At its meeting Monday night, the Common Council saluted the Oswego High School Marching Buccaneers.
Thousands of students and their parents have dedicated countless hours of to the marching band, Mayor Randy Bateman said.
“On Saturday, Sept. 24, the Oswego High School Marching Band will celebrate their 33rd annual Pageant of Champions,” he said.
More than 257 bands have participated in the event since 1979, along with thousands of students and “well over 110,000 spectators from all over New York State,” he added.
More than 100 student musicians have been preparing for this year’s show – “Autumnal Metamorphosis.”
This year, the Marching Bucs are under the direction of Scott Ciesla; Emily Benigno will lead “The Pride of Oswego” in competition in the New York State Field Band Conference.
The Bucs had a solid showing at their first event this past Saturday, at East Syracuse-Minoa.
Besides conference events, they will also take part in the Buckeye Invitational at Ohio State University prior to wrapping up the season at the New York State Field Band Conference Championships at the Syracuse University Carrier Dome later this fall.
“I’d like to say thank you on behalf of the Marching Buccaneers. It’s an honor to be members of this outstanding community every day as we strive for excellence and try to represent Oswego and this community in the best way possible,” Ciesla told the councilors.
Following the proclamation, councilors breezed through a brief session.
They approved a couple requests to use public space:
Dianne Motyka, owner of a single-family dwelling at 177 W. Third St. wants to install a one-car parking space, 11 feet wide and 28 feet long, as well as a 30-inch retaining wall between the sidewalk and the curb.
Diane Enwright requested to erect a tent on the property adjacent (on the south side) to the Oswego Yacht Club, located at the International Marina for the purpose of having a wedding reception Sept, 24 following her son’s wedding ceremony at Montcalm Park.
The councilors amended Resolution 232 of 2011 to allow Maria Teresa Caldado Vega to install asphalt pavement for the driveway apron as well as the parking area in public space for reasons stated in her letter dated Aug. 30, 2011.
The city accepted the donation of a computer system to be used as needed. It was necessary for the council to authorize acceptance of the donation.
The Common Council approved the SEQ Revised negative declaration – notice of determination of non-significance for the temporary disinfection Westside Excess Flow Management Facility CSO Outfall No. 002 (EFC No. C7-6344-19-03), which is part of the Westside Sanitary Sewer System Consent Decree
The SEQ Revised negative declaration had to be acknowledged and approved by the council, according to Tony Leotta, city engineer.
The city engineer was authorized to proceed with the completion of the SEQRA process for the city of Oswego to act as the lead agency for the Consent Decree Westside Sanitary Sewer Rehabilitation EFC No. C7-6344-19-04 project.
The purchasing agent was authorized to seek bids for Scope E for the McCrobie Building Community Development Block Grant Project in order to complete the entryway modification.
He was also authorized to seek bids to purchase a Bobcat Toolcat utility vehicle for use by the DPW. Funding would come from the CHIPS account.
Deb Coad, city chamberlain, was authorized to transfer funds ($12,000) to the computer department for a computer tech-analyst.
Councilors also approved the DPW commissioner’s request to send Robert Lewis, water maintenance supervisor for the DPW, to Keene, NH, on Sept. 11-12 to observe the water main lining technique by 3M Corp; the same process to be used on a project for the city in late September.
