Oswego Council Reorganizes For 2011

OSWEGO, NY – The Oswego Common Council got reorganized Monday night.

In a brief session, prior to the regularly scheduled committee meetings, councilors voted to appoint Ronald Kaplewicz (Seventh Ward) as the presiding officer of the council for 2011.

He was approved 5-2 with Shawn Walker and Bill Sharkey voting no.

Dan Donovan had served in that position since 2008.

The aldermen also approved Walker (Fourth Ward) as the council’s vice president. He was also the VP for 2009 and 2010.

That vote was 7-0.

As council president, Kaplewicz will assume the mayor’s duties in his absence; and, if he becomes incapacitated for any reason, he would take over as the acting mayor.

Also, the councilors voted to continue having council meetings at 7:30 p.m. on the second and fourth Mondays of each month. Unless it’s a legal holiday and would then be held the following day.

Fifteen minutes prior to each council meeting will be an opportunity for the public to speak.

Three banks were designated as the depositories for public money – HSBC Bank USA, Chase and M&T Bank (EFC Funding) in Buffalo.

City Chamberlain Deborah Coad was appointed the chief fiscal officer for the city.

The council also adopted regular office hours and made assignments for committees.

Office hours for the Mayor shall be 3-5 p.m. on Mondays and Wednesdays and 3-6 p.m. on Tuesdays and Thursdays.

The following offices shall be open to the public from 9 a.m. to 5 p.m. Monday through Friday: Assessor, Code Enforcement, City Chamberlain, City Clerk and Municipal Records, Community Development, City Engineer, Mayor’s Office, Personnel Department, Plumbing Inspector, Purchasing Office, Water Department, Zoning and Planning Office.

The following offices shall be open to the public from 8 a.m. to 4 p.m.: Fire Chief’s Office, Police Chief’s Office and the Traffic Office/Police Department.

The following office(s) shall be open from 7 a.m. to 3 p.m.: Public Works Department (includes Parks, Recreation and Waterfront).

The following office shall be open from 7:30 a.m. to 3 p.m.: Wastewater Treatment Plant West.

The Animal Control Office shall be open from 9 a.m. to 1 p.m. for staff only. It will be open to the public from 1 to 4:30 p.m. For the months of June, July and August, the hours shall be: 7 a.m. to 3 p.m. staff, and 11 a.m. to 3 p.m. for the public.
