Oswego County Announces Manufactured Housing Program for Veterans

OSWEGO COUNTY – The Oswego County Department of Community Development, Tourism and Planning has been awarded funds to provide a manufactured housing replacement program for eligible veterans.

Funding for the Oswego County Veterans First Manufactured Housing Replacement Program is provided by the New York State Office of Community Renewal Housing Trust Fund Corporation.

“The Oswego County Veterans First Manufactured Housing Replacement Program is an effort to provide safe, sanitary and affordable housing for military veterans and their families in Oswego County,” said program administrator Donna Scanlon. “It’s targeted at income-eligible homeowners who are veterans, who are living in manufactured homes constructed prior to 1980 that are located on land that is secured by a deed.”

Preliminary program applications will be accepted from eligible veteran homeowners who meet these criteria:

– The manufactured home must have two or more significant substandard issues to be eligible for replacement.
– The property that the manufactured home is located on must be owned by the applicant.
– The applicant must be income-eligible, and the manufactured home must be their primary residence.
Applications will be available, and a brief program overview will be presented at informational sessions on the following dates:
– Monday, March 26, at 1 p.m. at the H. Douglas Barclay Courthouse, 1 Bridge St., Pulaski; and
– Thursday, March 29, at 2 and 6 p.m. at the Oswego County Legislative Office Building, Conference Room E, fourth floor, 46 E. Bridge St., Oswego.

“Homeowners who are military veterans will be given a waiting list priority,” said Scanlon. “The program will focus on replacement projects where all other necessary site conditions can also be brought up to code while remaining within the allowable program cost. Examples of some site conditions include septic system/sewer disposal, electrical service, and potable water. Properties that fail this affordability test will not be eligible to participate.”

All applicants deemed eligible for the Oswego County Veterans First Manufactured Housing Replacement Program will be required to attend a homebuyer/homeownership course as part of the grant program prior to receiving final approval to proceed.

To be eligible, household income cannot exceed the following: $38,100 for a 1-person household; $43,550 for a 2-person family; $49,000 for a 3-person family; $54,400 for a 4-person family; $58,800 for a 5-person family; $63,150 for a 6-person family; $68,000 for a 7-person family; and $72,360 for an 8-person family.

Income is based on all persons residing in the household.

  1. I remember a couple of years ago when a similar program was open to anyone.
    The article doesn’t mention the amount of the grant.
    The criteria are narrow enough that it wouldn’t take an IT specialist very long to narrow down the list of eligible veterans/properties to 15 or so. The OCDCDTP could then send those owners a personal invite to apply.
