Oswego Eyes Parking Survey; DRI Projects Moving Ahead

OSWEGO, NY – Port City residents may soon be asked to weigh in on the winter parking issue.

At Monday’s Administrative Services Committee Councilor Robert Corradino requested the Common Council approve the transfer of $2,100 funds from the General Fund Contingent Account A.1990.0460 to the Common Council Contracted Services Account A.1010.0440.

The funds would be used to cover the cost of a winter parking survey mailer, he explained.

He provided three quotes for committee consideration: $2,096.50 – $2,253 and $2,625.44.

This will help the council to get more community input regarding the winter parking situation, the councilor said.

He cited the dog license survey the city conducted in the past and that it was successful.

He hopes that many residents share their comments and concerns so that this survey will be just as successful, and useful.

The full council will consider the request next week.

Mayor Billy Barlow requested a discussion on a proposal for professional engineering services provided by Delta Engineers, Architects and Land Surveyors for the Oswego River Walk West Enhancement and Market Street Pocket Park project.

It’s part of the 12 awarded projects by the state through the Downtown Revitalization Initiative.

City officials met recently with representatives from the Department of State, which will be administering the DRI grant, the mayor said.

The city was awarded $680,000 total.

Delta submitted a proposal for engineering services “not to exceed $49,500.”

The project will be managed by the Office of Economic Development in collaboration with the mayor and DPW commissioner.

The city will basically be the “middle man,” working with the property owners, getting the invoices and forwarding them to the state.

Projects like the Children’s Museum of Oswego are a work in progress currently, Barlow said, adding that “some of the projects haven’t started. I think we’ll start seeing some progress in the spring.”

“We were told that the city would actually administer the parts of the DRI that involve public space,” the mayor said. That would be things like the Complete Streets project and the pocket park.

Those projects will happen as soon as possible.

The Oswego River Walk West Enhancement and the Market Street Pocket Park are two of the city’s top goals right now, he told the councilors.

The River Walk itself is in pretty good shape, he noted. That will allow a bit more focus to be on the pocket park, he added.

One idea is to add a staircase down to the River Walk to make it more accessible, so people wouldn’t have to cross Route 104.

The city asked the firm to come up with a bunch of different scenarios to look at Water Street as a top priority, the mayor said.

The park could include a small stage, for acoustic acts, for example.

The hope is it would draw more people from the south side of Bridge Street to the north side.

The mayor also requested council approval to select Barton and Loguidice as the qualified firm to prepare scope of services and proposed fee for preliminary and final design, construction support and construction inspection for the Downtown Oswego Route 104 Complete Streets Project and enter into contract negotiation.

This project has also received additional funding through the NYSDOT Transportation Alternative Program.

The project will be managed by the Office of Economic Development in collaboration with the mayor, Engineering Office and DPW commissioner.
