OSWEGO, NY – At approximately 6:15 p.m. on Friday, Oswego City Police Department’s Criminal Investigations Division, with assistance from members of the Patrol Division, stopped a 2000 Chevrolet motor vehicle in the area of East Fourth and Utica streets.
The driver of the vehicle was found to allegedly be in possession of approximately 1.2 grams of cocaine.
Further investigation developed information which led to the search of two residences, located at 195 W. Eighth St. and 40 E. Fourth St., both in the city of Oswego.
Evidence seized as a result of those searches included a small quantity of marijuana, $1,000 in cash, nitrous oxide tanks and numerous other drug paraphernalia, in addition to the cocaine seized from the driver in the original traffic stop.
As a result of the investigation, the following individuals have been arrested:
Joseph J. Barlow, 25, of 40 E. Fourth St. He is charged with Criminal Possession of a Controlled Substance in the Third Degree, a class B Felony, Criminal Sale of a Controlled Substance in the Third Degree, a class B Felony, Criminal Possession of a Controlled Substance in the Seventh Degree, a class A Misdemeanor, and Criminal Possession of Marijuana in the Fourth Degree, a class A Misdemeanor.
He was subsequently arraigned and remanded to the Oswego County Correctional Facility in lieu of $10,000 cash bail or $20,000 bail bond, with a return court date of May 24.
Wayne A. Rich, 22, of 195 W. Eighth St. Rich is charged with Criminal Sale of Marijuana in the Third Degree, a class E Felony, and Unlawful Possession of Marijuana, a violation.
Rich was subsequently released on an appearance ticket returnable in Oswego City Court on June 9.
